The Naval Air Systems Command (NAVAIR), Patuxent River, MD intends to negotiate and award a sole source, Firm-Fixed-Price (FFP) contract to Mnemonics, Inc. to procure 350 Radio Frequency Blanking Units (RFBUs) production units, 270 Precision Timing Cards (PTCS) to update currently fielded RFBUs from RFBU PN 990-1157-001 to RFBU PN 990-1157-002, and logistics support documentation. The base order is anticipated to be 100 RFBUs and 100 PTCs with options totaling 250 RFBUs and 170 PTCs. The quantities listed above are approximations and may be increased if funding permits. EA-18G, F/A-18E, and F/A-18F currently have Enhanced Interference Blanking Units (EIBU) that are obsolete and need to be replaced. The RFBU procured will be a form, fit, function replacement of the EIBU that addresses obsolescence with options to provide growth. The anticipated Period of Performance (POP) for this effort is eighteen (18) months from the date of award.

This procurement is being pursued on a sole-source basis under the statutory authority USC 2304(() (1), as implemented by Federal Acquisition Regulation (FAR) 6.302 "Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements." As the contractor for the RFBU, Mnemonics has the familiarity with the design, manufacturing knowledge and experience, configuration expertise, integration of RFBUs experience, and the technical data that is critical to support the requirement for additional RFBUs and logistic support documentation. Therefore, Mnemonics is the only vendor that can provide these supplies and services within the required timeframe.

Responsible sources may submit a Statement of Capability and Qualifications to the Contract Specialist listed demonstrating their ability to perform the Government's requirement and shall provide proof of approved facility and personnel clearances necessary to meet the delivery schedule required within 15 days from the publication date of this announcement. The Government will utilize the capability statements received solely to confirm the sole source acquisition approach or to reconsider a competitive procurement. A determination not to compete this requirement is solely within the discretion of the United States Government.

There is no commitment by NAVAIR to issue a solicitation, make an award or awards, or be responsible for any money expended by interested parties before award of a contract for the effort described above.
