General Building/Space Condition:






  • Space shall be located in a modern quality building of sound and substantial construction with a facade of stone, marble, brick, stainless steel, aluminum or other permanent materials in good condition and acceptable to the GSA Lease Contracting Officer. If not a new building, the space offered shall be in a building that has undergone, or will complete by occupancy, modernization, or adaptive reuse for the space with modern conveniences.

  • Space should allow for an efficient layout and office workflow. Space must provide maximum flexibility for systems furniture placement with few or no columns or other building or architectural obstructions. Space should have few



curves or major offsets and must have large open areas to allow maximum design flexibility. Architectural features should not cause an inefficient use of space.




  • ABOA SF does not include areas such as stairs, elevators, mechanical and utility rooms, ducts, shafts, vestibules, public corridors, and public toilets required by local code.





Location:






  • Offered space must be located in a prime commercial office building or office park with professional surroundings with a prevalence of modern design and/or tasteful rehabilitation in modern use.

  • Offered space must be located within 30-minute commuting time of a major airport at any hour of the day, including rush hour.

  • Offered space must be in close proximity to hotels/motels and restaurants.

  • Offered space must be located in close proximity to public transportation where such services are provided.





Prohibited Uses:






  • Agency shall not be located where alcoholic beverages are served.

  • Agency shall not be located near loud noise producing activities to include airport flight paths.

  • Agency shall not be collocated with drug and alcohol rehab or confinement facilities.

  • Agency shall not be located where crime exceeds city wide average.

  • Offered space must be capable of meeting Interagency Security committee Standards.





Offered Building/Space Layout:






  • Offered space must be contiguous and on one floor.

  • Security Standard Level II and ALL security requirements and approvals are to be determined by GSA.

  • A fully serviced lease is required.

  • Space must meet the Government requirements for fire safety, accessibility, seismic and sustainability standards per the terms of the lease.

  • Offered space will provide for the efficient layout for agency:

    • Should not exceed 3:1 length to width ratio.

    • Should not be “U” or “L” shaped.

    • Should not have atriums, light wells or other areas interrupting contiguous space.

    • Should not have irregular space configurations or other unusual building features adversely affecting usage.

    • Should not have column spacing less than 20 feet center to center.

    • Should provide adequate ceiling height especially in ceremony room and audio room.



  • Other typical and special requirements as called for in the Request for Lease Proposal (RLP) package.

  • Secured and fenced parking, with an automatic vehicular gate that allows for the maneuvering of large government vehicles is required for all government vehicles (GOV’s) in accordance with the agencies parking requirements. (Note: GSA reserves the right to review for approval all proposed parking options offered; to include the fence materials and gate mechanisms and specifications being proposed).

Expression of Interest Submission Instructions/Requirements:



Please provide the following basic information and descriptions pertaining to the building you propose for consideration.





All submissions should include the following information:




  1. Name of Owner;

  2. Property authorization letter from the owner;

  3. Address or locational description of the building;

  4. Age of building;

  5. Total existing gross square feet; and gross square feet per floor;

  6. Site plan depicting the building and parking;

  7. Floor plan and gross square footage of the proposed space;

  8. Identification of on-site parking;

  9. A map demonstrating the building is within the delineated area;

  10. A map depicting the location of public transportation stops within proximity to the property;

  11. A map depicting the evidence of amenities within close proximity of the property;

  12. Building owners must provide evidence of ownership. Non-owners (e.g. prospective developers/lessors) submitting a building must provide evidence of permission or authority granted by property owner to submit the building to GSA for development;





Offered space must meet Government requirements for fire safety, accessibility, seismic, and sustainability standards per the terms of the Lease. A fully serviced lease is required. Offered space shall not be in the 1-percent-annual chance/0.2-percent-annual chance floodplain (formerly referred to as “100-year”/ “500-Year” floodplain).

The U.S. Government currently occupies office and related space in a building under a lease in Jacksonville, FL that will be expiring. The Government is considering alternative space if economically advantageous. In making this determination, the Government will consider, among other things, the availability of alternative space that potentially can satisfy the Government’s requirements, as well as costs likely to be incurred through relocating, such as physical move costs, replication of tenant improvements and telecommunication infrastructure, and non-productive agency downtime.
