NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT



The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations (OMAO), NOAA AOC owns/operates one Gulfstream IV (G-IV) aircraft with the following FAA registration and serial number: N49RF – S/N 1246. The NOAA Aircraft Operations Center (AOC) located at Lakeland, Florida, manages its G-IV in accordance with Federal Aviation Regulations (FAR) Part 91. This statement of need is to provide annual technical publication renewal subscription services for one (1) GIV Rolls-Royce Engine Manual.





The service will be conducted by:





570219634 ROLLS-ROYCE MILITARY AERO ENGINES LIMITED plc The Lombard Building (SinA-54), Victory Rd, Derby, DE24 8BJ, UK. To provide TAY GIV/GIV-SP (G300/G400) Maintenance Data (Download and Rolls-Royce Care).





The North American Industry Classification Code (NAICS) for this acquisition is 336413, Other Aircraft Part and Auxiliary Equipment Manufacturing; the small business size standard is 1,250 Employees.





It is a FAR Part 91 requirement to reference the most current aircraft manuals. The current subscription services expire on December 31, 2022. AOC requires up to date Rolls Royce Tay 611-8 engine manuals and technical publication services including access to the Rolls-Royce Care website. The manuals and website are a requirement for using the GIV engines in flight. The Original Equipment Manufacturer (OEM), Rolls Royce, is the only vendor capable of providing these technical publication services, which includes access to their proprietary website.





The Government is not aware of any other vendors that are authorized to provide, service, or support this TAY GIV/GIV-SP (G300/G400) Maintenance without compromising OEM delivery, or additional markups. Rolls-Royce is the manufacturer of the aircraft for which these manuals are required.



The Government intends to acquire this service under the guidelines of FAR Part 13, Simplified Acquisitions Procedures and FAR Part 12, Commercial Items. The Government intends to solicit and negotiate directly with Rolls-Royce, under the authority of FAR 13.106-1(b)(1)(i).



This is not a solicitation for competitive quotes. However, if any authorized party that can provide this subscription/licensing without compromising manufacturing delivery or mark ups may submit a statement of capabilities, which if in timely received, will be considered by NOAA OMAO.



A statement of capabilities to include the detailed service including manufacture authorization, and OEM agreement, and a price list, this shall be received by 8:00am EST on December 28, 2021. A determination by the Government not to compete this proposed requirement is based upon responses to this notice and it is solely within the discretion of the Government.



Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of the required service while also be authorized by the manufacture.



The capability statement, a price list and any other information furnished must be in writing and must contain material in sufficient detail to allow the Government to determine if the party can meet all of the system requirements. Capability statements and related materials must be e-mailed to Christopher Baker at Christopher.Baker@noaa.gov by 8:00am EST on December 14, 2022.
