Description

This is not a request for a proposal. The intent of this pre-solicitation synopsis is to notify potential offerors of a Firm Fixed Price, Performance-Based contract for Checkered Flag Support at Tyndall Air Force Base (AFB), Florida.





The contractor shall provide all personnel and supervision necessary to provide qualified support to the 325 OG in their execution of ACC/A3O7 exercises hosted at Tyndall AFB as defined in this Performance Work Statement (PWS). These operations include but are not limited to the planning, exercise execution, and after-action analysis of CHECKERED FLAG (CKF) exercises. This includes the planning, coordination, and management of the activities necessary to ensure disciplined work performance and timely resources application to accomplish all tasking under the contract. The contractor shall be responsible for maintaining communication with the contracting officer (CO) and the contracting officers representative (COR), and to immediately notify both the CO and the COR of any problems that would prevent timely performance of this contract. The contractor is responsible for and required to implement, and maintain management control systems necessary to plan, organize, direct, and control all activities under this contract.



The 325th Contracting Squadron intends to issue a formal solicitation on or about 20 March 2023 via SAM.gov (https://sam.gov/) under the solicitation number FA481923R0008. The solicitation will result in a firm-fixed priced contract with a period of performance of 01 May 2023 through 16 November 2023. This requirement is being solicited as a Total Small Business Set-Aside IAW FAR 19.502-2. The North American Industry Classification System (NAICS) code 611519, Other Technical and Trade Schools, Specialized Military Training, applies to this acquisition. The size standard is $21 million. The contract award will be made based on under Best Value trade Off (FAR 15.101-1) in accordance with commercial acquisition procedures in FAR 13.500(a). All instructions for submitting quotes will be provided in the solicitation.



The entire solicitation will be made available only on SAM.gov. Paper copies will not be available. Potential quoters are responsible for monitoring this site for the release of this document and subsequent amendments. To be eligible for contract award, offerors must be registered and marked active in the System for Award Management (SAM). If necessary, register via the SAM website www.sam.gov. Registration may take up to three weeks to process. All responsible sources may submit a quote that shall be considered by this Agency.
