Description:

The City of Brooksville City Council is requesting Qualification Statements from interested consultants to provide planning services for the City of Brooksville Community Development Department, as the managing entity, with the project to update the Community Redevelopment Agency (CRA) plan, in its entirety, as adopted in 2013. The current plan is on the City’s webpage, and it should be reviewed by any interested vendor. This work shall include updating the analysis of existing conditions/improvement efforts consisting of updating the community demographic profile, community strengths, needs and deficiencies, streetscape standards, community façade design standards and guidelines, goals and objectives, appropriate architectural standards, and the plan maps and graphics.

The Market Study/Economic Analysis element of the CRA plan update shall include an analysis of the potential for future new businesses, opportunities and activities to draw visitors, branding, and recommendations for implementation of our findings. This is usually represented by a SWOT. It shall include a collection of demographic and lifestyle data, retail spending and sales, and consumer trends organized by their respective influence on one of the five key drivers of economic development. Citizen stakeholder input collected through online surveys and one-on-one meetings shall supplement the research. Incorporating this element of the CRA includes an update to the mapping including any specific maps that address the markets for the CRA commercial element.

Recognizing that economic development is building wealth in a community, encouraging economic growth and improving quality of life should be examined by analyzing the five key drivers of economic development: land, labor, markets, capital and regulation, and how these drivers affect the CRA. The overall goal is how to enhance the character of downtown, provide for business retention and expansion and market the uniqueness of downtown to bring a new dimension of the quality of life offered by the area, which has a direct influence on new jobs and businesses throughout the entire City.

The analysis shall include an implementation plan including what can be invested in the CRA to add to its vitality. The proposer shall also submit a fee proposal for the work in a sealed envelope.

Qualifications:
QUALIFICATION AND SELECTION PROCESS: The City of Brooksville will receive Qualification Statements from potential vendors in response to the Request for Qualifications. Based on the objective criteria for each of the Response Requirements, Executive Summary, Experience, Personnel and Equipment and Other Project Criteria as may be determined by the Qualifications Review Committee to be applicable to the requirements of the project, the City will qualify vendors for further consideration.

PAST PERFORMANCE: All Vendors will be evaluated on their past performance and prior dealings with the City of Brooksville (i.e., failure to meet specifications, poor workmanship, late delivery, etc.). Poor or unacceptable past performance may result in bidder disqualification.

SELECTION PROCESS: The Qualifications Review Committee may short list the vendors, which in their opinion are most qualified for further consideration. After the Qualification and Short List Process, the City will then conduct interviews/ presentations. From those presentations, the City of Brooksville will select a Vendor with which to enter into an agreement to provide PLANNING SERVICES TO UPDATE THE CITY OF BROOKSVILLE COMMUNITY REDEVELOPMENT AGENCY CRA PLAN, which in the sole opinion of the City, would be in the best interest of the City of Brooksville.

QUALIFICATIONS: To qualify for consideration for selection as a qualified Vendor, a Vendor must meet certain designated minimum experience and qualifications. These minimum qualifications are outlined in the following sections.
EXPERIENCE: Vendor shall have a minimum of seven (7) years acceptable Planning experience. Vendor shall describe experience, including either creating or updating a CRA plan, and furnish at least five (5) project references with contacts, title, telephone numbers and mailing addresses.

REFERENCES: Vendor shall furnish the names of three (3) public entities of similar size within the State of Florida with whom the Vendor has acceptably contracted for work within the past five (5) years. Vendor shall furnish a list of references to include name of firm, contact name(s) title, telephone numbers and mailing addresses. These three (3) references may be included as part of the five (5) references from above.
