This Request for Proposal (RFP) provides guidelines for the submission of proposals in response to the City of Homestead’s solicitation for firms and individuals to provide debris monitoring services as described herein.
The Contractor must handle debris management activities in the City of Homestead, Florida in accordance with applicable regulations of the Federal Emergency Management Agency (FEMA), Federal Highway Administration (FHWA), Florida Department of Transportation (FDOT), Florida Department of Health (FDH), Natural Resources Conservation Services (NRCS), South Florida Water Management District (SFWMD), and the Florida Department of Environmental Protection (FDEP) in conjunction with the City’s needs. The Contractor shall have an excellent understanding of the documentation involved for the reimbursement from FEMA, FHWA, or Other Federal Agencies, and the State relief programs to make the process of cost recovery efficient and accurate. The processes and documentation required will be in strict compliance with FEMA, FHWA, or Other Federal Agencies, and other State relief programs regulations regarding edibility.
This Proposal is being solicited in accordance with the Procurement Requirements for Federal grants, as provided for in Title 2 Code of Federal Regulations (CFR) Part 200.under the Public Assistance Program. The awarded Contractor must adhere to all federal grant requirements of the Federal Emergency Management Agency. All procurement and contracting for these services shall follow state and federal regulations including 2 CFR, Part 200; 24 CFR Part 85; 24 CFR Part 570.489, 570.490, 570.502, 570.
