INVITATION FOR BID NO: PC23-011

HARRISON AVENUE POTABLE WATER MAIN UPGRADE

The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City”), will receive sealed bids for the Invitation for Bid (IFB) PC23-011 Harrison Avenue Potable Water Main Upgrade no later than 2:00 p.m. CT Friday, February 3, 2023, at the Purchasing Division office, City Hall, Suite 238, 501 Harrison Avenue, Panama City, Florida 32401.

Contract documents, including drawings and technical specifications, are on file at the office of Gortemoller Engineering, Inc., 708 Thomas Drive, Panama City, Florida 32408. There is a $50 non-refundable fee for plans and specifications. Please call to schedule pick up of plans/specs, or they may be downloaded for free from the City’s web site at www.panamacity.gov. Contractors downloading the package will be responsible for checking the same web site for addenda prior to submitting their bid. or they may be downloaded for free from the City’s web site at panamacity.gov/bids.aspx , or the City’s Bonfire Portal at panamacity.bonfirehub.com/portal/?tab=openOpportunities. The City's preference is that bids are submitted through the City's Bonfire Portal at panamacity.bonfirehub.com/portal/?tab=openOpportunities, but will continue to accept paper bids.


Bids may be submitted in person at the Purchasing Division or via U.S. mail or courier service. Sealed bid packages and must be plainly marked “IFB NO. PC23-011 HARRISON AVENUE POTABLE WATER MAIN UPGRADE ~ FEBRUARY 3, 2023” along with the firm’s name and address. All bids must be received at the Purchasing Division office by 2:00 p.m., CT on Friday, February 3, 2023, at which time they will be taken to Room 10 at City Hall, opened and read aloud. Please review all documents pertaining to this IFB before submitting the requested information.

A cashier’s check or bank draft, payable to the order of City of Panama City, negotiable U.S. Government Bonds (at par value) or a satisfactory bid bond executed by the Bidder and an acceptable surety in an amount equal to five percent (5%) of the total bid shall be submitted with each bid on the form provided by the City.

A non-mandatory pre-bid conference is scheduled for Friday, January 13, 2023, at 10:00 a.m. CT at the City of Panama City, City Hall, 501 Harrison Avenue, Lower Level, Room 10, Panama City, Florida 32401.

The deadline to submit questions is Friday, January 27, 2023, at 5:00 p.m., CT. All written inquiries and responses will be included in an addendum and posted on the City’s website and Bonfire Portal. Interested parties are encouraged to register with the City’s Bonfire Portal, preferably, or use the City’s website and subscribe to the “Notify Me” feature to ensure notification of postings. It is the sole responsibility of the proposer to determine if any addenda have been issued.

The successful bidder will be required to submit a list of their subcontractors for approval before award of contract.

The person or affiliate who has been placed on the convicted vendor list following a conviction for a public entity crime may not submit a bid or a contract to provide any goods or services to a public entity, may not submit a bid on a contract on a public entity for the construction or repair of a public building or public work, may not submit bids on leases of real property to a public entity, may not be awarded or perform work as a contractor, supplier, subcontractor, or consultant under a contract with any public entity, and may not transact business with any public entity in excess of the threshold amount provided in Section 287.017, for Category Two for a period of 36 months from the date of being placed on the convicted vendor list.

The Contractor shall comply in every respect with all applicable laws, regulations, and building and construction codes of the Federal Government, the State of Florida, the County of Bay, the City of Panama City, and shall obtain all such occupational licenses and permits as shall be prescribed by law.


Contractor must ensure employees and applicants for employment are not discriminated against because of their race, color, religion, sex, or national origin.


The City of Panama City reserves the right to reject any one or all bids, or any part of any bid, to waive any informalities in any bid, and to award a contract deemed to be in the best interest of the City.

Bids may be held by the City for a period not to exceed sixty (60) days from the date of the bid opening for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.
