Scope of Work:
The Work set forth within this solicitation document includes the furnishing of all labor, materials, equipment, services and incidentals for the construction of: Water Treatment Plant (WTP) 2A Electrical Switchgear Improvements. The Work includes demolition of existing components and installation of new: 5KV electrical switchgear and generator controls; Motor Control Centers A, B, C, and D; transformers, feeders, branch circuits and other electrical connections; programming of new instrumentation and control components; and all appurtenant work required for completion in accordance to the Contract Documents.

The location for Water Treatment Plant 2A is 1390 N.E. 50 Street, Pompano Beach, FL 33064.

Goal Participation: This solicitation includes participation goals for Broward County certified County Business Enterprises. Refer to Special Instructions and the Office of Economic and Small Business Development Requirements section for additional information.

Basis of Award: Award of this contract may be made to the lowest responsive responsible bidder by total bid price. Alternate items 02-01 through 02-04 may be awarded if determined to be in the best interest of the County. Contract shall be awarded by the County to the responsive responsible bidder who has submitted the lowest responsive bid or the lowest responsive bid on the base bid including such alternates as the County determines to the in its own best interest. Optional Items 02-01 through 02-04 will be part of the evaluation criteria for award.

Workforce Investment Program applies to this contract. Refer to Workforce Investment Program Requirements section for additional information.

County/State License Requirements: In order to be considered a responsive and responsible Vendor for the scope of work set forth in this solicitation, the Vendor must possess a specified license at the time of submittal (refer to Special Instructions for requirements).

Additional Qualifications or Certification Requirements :

1. Vendor must have experience in the construction of five similar projects of this size or larger involving medium voltage (4,160 volts) switchgear.

2. Vendor’s superintendent must be qualified and have experience in three similar projects.
Guaranty: Each submittal shall be accompanied by a bid guaranty in an amount equal to five percent (5%) of the bid amount (refer to Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements).

Bid Allowance Amounts: The solicitation includes pass-thru allowances. It is not necessary to add your allowance amounts into your bid prices. BidSync will automatically add the allowance amounts indicated to your bid total and will be reflected on final bid tabulation.

Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through BidSync by the date and time referenced in the solicitation document (including any addenda). The County will respond to all questions via BidSync.

Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through BidSync. It is the Vendor’s sole responsibility to assure its response is submitted and received through BidSync by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through BidSync, immediately notify the Purchasing Agent and then contact BidSync for technical assistance.
