Bid Comments:

Scope of Work: Scope includes, but is not limited to, the furnishing of all labor, materials, equipment, services and incidentals to provide Emergency Operations Center New Generators, which entails expanding an existing generator room, adding a new redundant generator, replacing an existing generator which includes associated equipment and demolition per the specifications and requirements.

Goal Participation: This solicitation includes participation goals for Broward County certified County Business Enterprises. Refer to Special Instructions and the Office of Economic and Small Business Development Requirements section for additional information.
Workforce Investment Program: Workforce One Investment Program applies to this contract. Refer to Workforce Investment Program Requirements section for additional information.
County/State License Requirements: In order to be considered a responsive and responsible Vendor, Vendor shall possess one of the specified licenses, and meet the experience/qualifications, as referenced in the Special Instructions for Vendors.

Bid Allowance Amounts: This solicitation includes pass-thru allowances. It is not necessary to add your allowance amounts into your bid prices. BidSync will automatically add the allowance amounts indicated to your bid total and will be reflected on final bid tabulation.



Bid Guaranty: Each submittal shall be accompanied by a bid guaranty in an amount equal to five percent (5%) of the Total Price. If submitting a bid bond, Vendor must submit with its response a bid bond in the form of the County’s approved Bid Bond Form (link to County's Bid Bond Form is available in the Bid Bond, Bid Guaranty, Performance and Payment Guaranties, and Qualifications of Surety Requirements section). Refer to the solicitation for additional information for the bid guaranty and payment and performance bonding requirements.
Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. Vendors shall submit all questions or clarification inquiries through the Question and Answers (Q&A) section available in BidSync by the date and time referenced in the solicitation document (including any addenda). All responses will be addressed in the Q&A section. The County is not obligated to respond to any questions or clarification inquiries received after the listed deadline or received by means other than BidSync.

Basis of Award: It is the County’s intent to award the contract to the low responsive, responsible bidder on a total price bid (sum of all items) basis.



Submittals: Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through BidSync. Vendors should not complete any of the documents included in the BCF 170; these will be completed and executed at a later date. Refer to the or contact BidSync for submittal instructions. It is the Vendor’s sole responsibility to assure its response is submitted and received through BidSync by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through BidSync, immediately notify the Purchasing Agent and then contact BidSync for technical assistance.

Addendum No. 1

To all prospective bidders, please note the below listed modifications:

1. Standard Instructions for Vendors (Construction Projects), Section 6, Cone of Silence Ordinance, is modified as follows (Bold underline are additions to existing text):


6.4. The vendor understands that they may communicate with a representative of the Office of Economic and Small Business Development ("OESBD") at any time regarding a solicitation or regarding participation of Small Business Enterprises or County Business Enterprises in a solicitation. OESBD may be contacted at (954) 357-6400. The Cone of Silence also permits communication with certain other County employees (refer to the Cone of Silence Ordinance).

2. The document titled "PNC2119540C1, Summary of Vendor Rights Regarding Broward County Competitive Solicitations.pdf " has been added to the solicitation.
