INTRODUCTION

The Bay County Board of County Commissioners is seeking proposals from qualified individuals or firms to provide residential and commercial building inspection and plan review services to augment the County’s responsibility for enforcement of the Florida Building Code and applicable related regulations, laws and rules on building services within the unincorporated Bay County areas.

The intent of this contract is to have available one or more individuals or firms under contract with qualified staff with a guaranteed hourly rate pricing. Therefore, this contract may be awarded to multiple vendors. Firms are not required to have all positions to submit a proposal.

PROPOSAL DEADLINE/DELIVERY

ELECTRONIC/SEALED PROPOSALS for RFP NO: 23-16 Residential/Commercial Building Inspection and Plan Review Services will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:30 PM (CDT) Tuesday, February 14, 2023. Proposals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Proposal is received on time. ANY PROPOSAL RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED.

Bids for this solicitation will be accepted electronically via the Purchasing Department's Bonfire Web portal until 2:00 p.m., local time, on the bid date.

SEALED PAPER Proposals shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11 th Street, Suite 2500, Panama City, Florida 32401, no later than the proposal deadline. Respondents shall submit one (1) original proposal package and one (1) electronic proposal package. Proposals shall be enclosed in a sealed envelope bearing the title of the work, the name of the respondent, and the date for opening. It is the sole responsibility of the respondent to ensure that the proposal is received on time.

Special Accommodation: Any person requiring a special accommodation at a Pre-Proposal Conference or Proposal opening because of a disability should call the Purchasing Department at (850) 248-8270 at least five (5) workdays prior to the Submittal opening. For those projects with separate plans, blueprints, or other materials that cannot be accessed through the internet, the Purchasing Department will make a good faith effort to ensure that all registered bidders (those who have been registered as receiving a bid package) receive the documents.

POINT OF CONTACT
The County Purchasing Department will be the only point of contact for this RFP. Under no circumstances may a Respondent contact any County Commissioner, County Administrator, or County employee concerning this RFP until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.

Qualifications:
QUALIFICATIONS
All professional services to be provided under the awarded contract shall be performed by Professionals licensed to practice in the State of Florida

Residential and Commercial Inspectors along with Residential and Commercial Plan Examiners shall hold required licenses. Inspectors and Plans Examiner disciplines required for performing said services shall be in accordance with Florida Statute Chapter 468. License information for all applicable personnel shall be included in Proposer’s submittal. Architects shall hold a Florida Professional Architect license. Engineers shall hold a Florida Professional Engineer’s license.
