1411509646 (RFP) Electric Utility System Condition Assessments

JEA is soliciting qualifications for professional engineering and consulting services for electric utility inspection & condition assessments and all related and supporting analysis for JEA’s consideration in business development activities. JEA intends to award contracts on a per project basis to the most highly qualified firm that meets the minimum qualifications to submit a response with which JEA is able to successfully negotiate a contract.  JEA anticipates needing these contracts to meet its future project demand for this type of work that JEA may not have the manpower or expertise to handle internally. The work is generally described as performing engineering and consulting services as requested on a case-by-case basis by JEA for electric utility condition assessments for which the estimated engineering fees and costs are within the threshold set forth in Florida Statutes Section 287.055, known as the Consultants' Competitive Negotiation Act (CCNA), as amended.

The scope for specific activities may include, but are not limited to:
•        Condition assessment of electrical power system including poles, transformers, wires, switches, cables, manholes, reclosers, substation breakers, voltage regulators, relays, and other ancillary assets.
•        Inspecting and assessing control instrumentation, control system, and utility telecom infrastructure including utility wireless, fiber, or other communication, metering, SCADA, AMI, HMI, or other ancillary assets.
•        Reviewing and compiling data, conducting surveys, geotechnical investigations and performing other technical analyses that may be required as part of the condition assessment evaluation as determined by JEA. Inspections, testing, and condition assessment to include items such as as-built drawings for potential review and fact checking.  This may require creating drawings.
•        Attending coordination conference calls, review available on-line data, and prepare additional data requests.
•        Preparing a detailed utility system inspection, testing, and condition assessment report including life expectancy estimates, and a list of critical needs.
•        Preparing for and facilitating conference call workshops with JEA staff to review  draft utility system inspection and condition assessment reports.
•        Making adjustments based on input from JEA staff and prepare a final report.
•        Preparing presentations for and attending meetings with staff, senior staff, leadership, and Board of Directors meetings as required and any other public meetings as directed by JEA

Not every project will include all aspects listed. A separate scope description will be issued individually for each project.
