The Naval Sea Systems Command (NAVSEA) awarded a sole source modification to Lockheed Martin (LM) Rotary and Mission Systems (RMS), 199 Borton Landing Rd, Moorestown, NJ 08057 under Contract N00024-11-C-2300, on 25 September 2023. The modification increased the value of the Detail Design and Construction Contract to accomodate scope to manage the emergent repair of the USS WICHITA (LCS 13) Main Propulsion Diesel Engine (MPDE) in conjunction with correction of the combining gear latent defect, which resides in the same space within the hull.

The contract was awarded pursuant to 10 U.S.C. 2304(c)(1), only one or a limited number of responsible sources and no other type of supplies or services will satisfy agency requirements.LM has a thorough knowledge of the Littoral Combat Ship (LCS) FREEDOM variant build specification requirements and design as the original prime contractor, along with experience in critical propulsion system issues which span multiple subcontractors. This expertise is critical to providing the required level of design, engineering, and programmatic integration for this effort. Additionally, LM has past performence completing similar repairs on other FREEDOM variant ships during Post Shakedown Availabilities (PSA). For these reasons, LM is the only source who can integrate and execute the complex MPDE efforts and the combining gear resolution in tandem to prvent unacceptable schedule impacts.
