MARKET RESEARCH-- REQUEST FOR INFORMATION. NO SOLICITATION EXISTS.



This advertisement serves to aid in determining market interest and capabilities for this prospective requirement.



This is a SOURCES SOUGHT NOTICE for Market Research purposes ONLY. This information will be used to determine the availability of vendors capable of meeting the Government’s minimum requirements and the availability of businesses capable of providing this support. The NAVSUP Fleet Logistics Center Jacksonville (FLCJ) is conducting a market survey to determine the availability of contractors capable of providing emergency vessel storage in the event of a hurricane.



The objective of this contract is for the vendor to accommodate NRC Tampa with spaces for two (2) Maritime Propositioning Force Utility Boats (MPFUB 0 UB19 & UB 23) to include; lifting the boats out of the water by contractor’s boat lift 72 hours before the storm, placing the boats on NRC cradles, securing the crafts to the cradlers, and storing the cradles until the storm has passed. Once it is safe, the contractor shall take the boats out of the storage spaces, place them back in the water, and secure them to the dock. Statement of Work (SOW) is attached.



It is anticipated that any resulting solicitation will be for a firm-fixed price (FFP) with the applicable North American Industrial Classification System Code (NAICS) code 71390 with a size standard of $11,000,000.00. PSC code is X1GD. For further details, please see the attached draft SOW with this Sources Sought Synopsis.



Vendors possessing the requisite skills, resources and capabilities necessary to perform the stated requirements are invited to respond to this sources sought notice/request for information via the submission of a technical capabilities statement.



Submissions should include the following information



(1) Vendor name, address, and point of contact with corresponding phone number and e-mail address.



(2) DUNS number, Cage Code, business size and classification under NAICS 71390.



(3) Capability statement displaying the vendor’s ability to provide the required supply, to include past performance information. If past performance information is provided, please include only relevant past performance on the same/similar item within the last five (5) years. This relevant past performance information should identify the applicable contract number; total contract dollar amount and a customer point of contact with corresponding telephone number and e-mail address.



(4) Feedback, if any, to the draft SOW including suggestions that might enhance competition, improve the clarity of the requirement, or any other ideas that could result in an improved product.



NOTE: Standard brochures and/or paraphrasing of the contents of this announcement will not be considered sufficient to demonstrate the capabilities of an interested party.



The technical capabilities statement provided in response to this Sources Sought Notice is NOT to be considered a response to Request for Proposal (RFQ) in that no RFQ exists at this time. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses will not restrict the Government to a particular acquisition approach or be construed as a commitment by the Government. The Government will not pay for the information requested herein. Evaluation results will not be provided to contractors responding to this synopsis. No phone calls will be accepted.



All submissions are required to be submitted via e-mail to dylan.l.douglas.civ@us.navy.mil responses shall be submitted no later than 12:00 p.m. (EST) on 17 May 2023.
