9 Feb 2024: Two more question answered:



Question: Page 2, section 2.2.1.9 – Can you explain what you mean by the term “Blank Check”? The full statement reads “The systems must also postage blank check”.



Answer: Disregard the term “blank check.”



Question: Page 1, section 2.2.1.2 – Does Tyndall AFB have a DMZ Network that we are able to utilize?



Answer: No, Tyndall does not have a DMZ network that can be utilized.



8 Feb 2024: Para 11(b) of the combined synopsis solicitation is changed to read: Price (evaluation of total price shall be the sum of all line items, including options as applicable. An additional 6 months of the last option pricing will also be added to the total evaluated price. These additional six months are added and evaluated to evaluate the total price and substantiate the possible use of clause 52.217-8.



5 Feb 2024, The SOW section 2.2.2, also highlighted in yellow (see attached file), has changed. The new SOW file name is "UPdated SOW Digital Mailing System - 5 Feb 24" Statement of work section 2.2.2 changed and now reads:



2.2.2 INBOUND TRACKING SYSTEM. The inbound tracking system shall contain the following: Note; An on-premise Inbound Receiving solution that is not subject to FedRAMP is acceptable.



Also changed is the response to question 5 below from 22 Januaray 2024.

Answer: The government DOES NOT require a FedRAMP authorized solution.

Added New questions-answers and an updated SOW.



Questions:



1. Question: IMI compliant postage meters are the new USPS standard. Will the government please update IBIP to IMI compliant.



Answer: This is updated in the attached SOW dated 22 January 2024 change from IBIP compliant to IMI compliant.



2. Question: Does the government require the postage meter to be able to print postage for envelopes and packages at the lowest possible rates available to the government?



Answer: Yes, it is required that the postage meter is able to print postage for envelopes and packages at the lowest possible rates available to the government.



3. Question: In order for the government to receive the best possible rated from the USPS, including commercial plus pricing, the government must print an IMpb compliant shipping label. Does the government require the vendor to supply all equipment necessary to print an IMpb label whether from a mail machine orcomputer?



Answer: Yes, the vendor must supply all equipment necessary to print an IMpb label.



4. Question: Can the government confirm that they require a single funding source for postage for the physical and virtual meter (shipping)?



Yes, a single funding source for postage for the physical and virtual meter is required.



5. Question: Will the government please confirm that they DO NOT want a FedRAMP authorized solution in response to this solicitation.



Answer: The government WILL want a FedRAMP authorized solution. This answer has changed, 5 Feb 2024, see above. The answer is now: The government DOES NOT require a FedRAMP authorized solution.
