Description

This is a combined synopsis/solicitation (N63285-24-T-0017) for commercial services prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, Streamlined solicitation for commercial services; supplemented with additional information included in this notice. This announcement constitutes the only solicitation.



The Naval Criminal Investigative Service (NCIS) requires its Audio Visual (A/V) Monitoring System to be upgraded. As such, NCIS requires a contractor to furnish all labor, supervision, materials, supplies, tools, equipment, and expertise necessary for this A/V Monitoring System Installation, testing, training, and continued system support. The NCIS Corry Station facility requires a new distributed video camera network with high quality audio and installation in 13 rooms.



Required specifications in the Statement of Work (SOW). A Request for Quote (RFQ) is being requested and a separate written solicitation will not be issued. The Government does not encourage vendors to submit multiple quotes presenting alternative terms and conditions for satisfying the requirements of this solicitation.

SUBMISSION OF QUESTIONS AND QUOTES:



1. Questions Submission. All questions must be received by Monday, 26 February 2024 at 12:00 PM EST. All questions submitted for this solicitation must be electronically sent to the following email addresses: lecia.rosario@ncis.navy.mil and kristin.gomez@ncis.navy.mil.



Note: Due to the firewall on Government networks, please be advised that it is the Quoter’s responsibility to ensure all electronic submittals of questions are received by the KO in the timeframe given above.



2. SITE VISITS. A Site Visit is available to allow Quoters to verify the space to ensure design of the dimensions are correct. This visit can take place anytime while the solicitation is open, but at least 24 hours’ notice is required. Visitors must coordinate with the designated POC to arrange for day and time. The NCIS POC is Brett Boley, brett.boley@ncis.navy.mil, 401-464-2989. NCIS POC will assume responsibility for coordinate of base access during the site visit, if necessary.



3. Quote Submission. All quotes must be received by Friday, 1 March 2024 at 12:00 PM EST. All quotes submitted for this solicitation must be electronically sent to the following email addresses: lecia.rosario@ncis.navy.mil and kristin.gomez@ncis.navy.mil.



In order to maximize efficiency and minimize the effort involved in the quotes evaluation process, all Quoters must comply with the following instructions for quote format and content. Quotes that do not comply with these instructions may be considered non-responsive and may render the Quote ineligible for award. Quoters that fail to furnish required representation or technical information as required by Federal Acquisition Regulation provisions 52.212-1, Instructions to Quoters or reject the terms and conditions of this solicitation shall be excluded from consideration.



4. Quote Format and Content. The Quoter shall submit all quote information in electronic format. Text and graphics portions of the electronic copies shall be in a Portable Document File (PDF) format readable by Adobe Acrobat Reader. Data submitted in spreadsheet format shall be readable by Adobe Acrobat Reader or MS Excel 2016 or earlier.



Quoters must include company name, address, POC and email, CAGE Code, UEI number, TIN number, and phone and fax numbers. Under Schedule of Supplies/Services, the ‘Unit Price’ and ‘Amount’ shall be filled in and totaled at the bottom for all Periods of Performance. Additionally, please complete the DELIVERY INFORMATION under CLINs 0002 and 0003 and provide anticipated dates based on proposed delivery of materials and installation completion dates.
