Pursuant to the foregoing Executive Order and the Enabling Statute, the Department of the Air Force (the “Government”) is issuing this Request for Lease Proposal (the “RFLP”) to solicit proposals to lease all or a portion of that certain real property located at Eglin AFB (the “Installation”), which is an active military installation located three (3) miles southwest of Valparaiso, Okaloosa County, Florida, comprised of approximately ninety-eight (98) acres of land (the “Property”) from the Government for the purposes of financing, permitting, developing, constructing, installing, owning, maintaining and operating improvements upon the Property for the Lessee’s private commercial (non-Federal government) use (collectively, the “Project”).
The Government has identified the prospects of a proposed mixed-use technology and research park at Eglin AFB, FL. The proposal involves the construction of any proposed facilities to be located on Eglin AFB property, outside of the fence line, in the form of an Enhanced Use Lease (EUL) subject to certain Air Force constraints. The objective of this solicitation is to optimize the value of the Property (defined below) by securing cash for a ground lease to a public or private sector developer who will finance, permit, develop, construct, install, own, maintain, and operate improvements upon the Property for the Lessee's own private commercial use. In addition, the EUL Site Development Lease (SDL) will require some percentage of cash rent to cover AFCEC/CIU’s anticipated administrative fees (not to exceed 20 percent).
