This is a pre-solicitation notice.
The Southeast Regional Maintenance Center intends to issue a request for proposal (RFP) on a full and open competition basis to solicit sources capable of supporting surface ship maintenance, repair and modernization for cruiser (CG), destroyer (DDG), landing helicopter deck (LHD), landing platform deck (LPD) and dock landing ship (LSD) class ships homeported in or visiting Mayport, FL.
This RFP will open rolling admission for the indefinite delivery/indefinite quantity (IDIQ) multiple award, multiple orders contract (MAC-MO) for surface ship maintenance, repair and modernization for the above mentioned class ships. Expected ordering period is through December 2024. Each contract will have a guaranteed minimum of $10,000.00, and an estimated maximum of $50,000,000.00.
The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 336611.
Interested offerors must demonstrate sufficient capacity and capability to integrate and coordinate the work for CNO availabilities or Continuous/Emergent maintenance for the above mentioned class ships. In addition, prospective offerors must possess a Master Ship Repair Agreement (MSRA) or Agreement for Boat Repair (ABR) as described in DFARS 217.71 Master Agreement for Repair and Alteration of Vessels (MARAV) or demonstrate organization and facilities equivalent to that reflected in a MSRA or ABR.

In accordance with 10 U.S.C. 7299a(c), the "Homeport Statute", this procurement will be competed among offerors capable of performing the work in the Mayport homeport area.
The Government expects posting the RFP on or about 15 December 2024 with a thirty day response time.
