Description

DPLH CLIN 0313 Synopsis



This is a notification to synopsize a contract action for the MRBM T1/T2 contract HQ014714C0001 to include engineering services in the form of Task Instructions (TIs) for CLIN 0313/0314 to provide for quick-turn, pre-priced solutions to execute Missile Defense System engineering activities. This modification effort will incorporate negotiated Direct Productive Labor Hours for Contract Line Item Number (CLIN) 0313 up to 146,965 hours for emergent TI requirements from Calendar Year 2026 – Calendar Year 2029 to allow AR Coleman to provide engineering services in response to immediate problems or needs regarding the MRBM T1/T2 Targets. These engineering activities include support for post flight failure review boards and investigations, quick-look analysis of potential payload modifications, analysis of alternative test scenarios, trade studies (to include modeling and simulation, analysis and target modifications), software maintenance and support, engineering test support, resolution of unanticipated design or implementation issues associated with support equipment, integration, concept of operations and interfaces. The product or Service Code is H214 and the NAICS is 336414.



The Request for Information and Notice of Intent was published on Sam.gov on September 15, 2023, which specified the intent to issue a sole source award to Aerojet Rocketdyne Coleman Aerospace, Inc. (AR Coleman), 7675 Municipal Drive, Orlando, Florida under statutory authority 10 U.S.C. 3204(a)(1) as implemented by FAR 6.302-1(a)(2)(iii). This effort is currently being performed on contract HQ0147-14-C-0001 at Orlando, Florida and Cape Canaveral Space Force Station (CCSFS) and is awarded to the prime contractor AR Coleman on October 31, 2013, for a base quantity of six (6) and option quantity of twelve (12) Medium Range Ballistic Missile (MRBM) Type 1/Type 2 target vehicles and support.



This notice is not a request for proposals and is not a small business set-aside. This action will result in a modification no later than April 28, 2025 to the current HQ0147-14-C-0001 contract, which is necessary to allow for continued support of critical MRBM test missions. Any information received as a result of this notice will be considered solely for enhancing competition in a future competitive procurement. The Government will not pay for information submitted. All responses must be received no later than April 16, 2024, 10:30 am, central time and should be submitted to Ms. Anita B. Stanford, Contracting Officer, or anita.stanford@mda.mil. No telephone inquiries will be accepted.
