The purpose of this Amendment is:



1) to add file RFQ FA6648-23-Q0015 Q&A



All other terms and conditions remain the same.



This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR 13) will be used for requirement.



Solicitation FA6648-23-Q-0015 is issued as a request for quotation (RFQ).



Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit, in writing, a complete quote including delivery FOB Destination Homestead ARB, FL 33039.



Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted.



This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-01 was published in the Federal Register , December 1, 2022.



THIS REQUIREMENT WILL BE: 100% TOTAL SMALL BUSINESS SET-ASIDE.



This procurement is being issued with full and open competition under NAICS code : 424720 – Petroleum and Petroleum Products Merchant Wholesalers (except Bulk Stations and Terminals) and small business size standard of 200 employees.



The 482nd Fighter Wing (482 FW) located at Homestead Air Reserve Base (HARB), Florida has a requirement for the contractor to provide AVGAS support to aircrafts that require AVGAS. The vendor would need to provide an AVGAS truck and driver and a backup truck in case of mechanical failure of the first truck. The trucks and driver would need to be available to support any AVGAS aircraft from 30 March 2023 through 3 April 2023.



The contractor will provide the following services:




  1. Total for all 5 days: 7000 gallons of AVGAS 100LL

  2. Days fuel trucks needed at Homestead Air Reserve Base are 30 March until 3 April 2023

  3. Approximately 2250 gallons per day

  4. Trucks must be available to fuel at 7 am both on 1 Apr 2023 and 2 Apr 2023. Arrival on 30 March 2023, departure on 3 April 2023 and the remaining work schedule will be finalized with the Program Manager. The total number of hours required are 54 hours.

  5. Driver must be supplied for fuel truck and capable of transacting individual sales as needed

  6. Require 2 AVGAS trucks at HARB in the event that there is a mechanical failure with one

  7. In the event that 2 trucks are not available, please advise how AVGAS will be replenished when onsite truck is depleted

  8. Vendor will accept for return and credit the government for any unused fuel after the event

Offerors shall submit their firm fixed-price quote using the attached RFQ FA6648-23-Q-0015 AV GAS Pricing Sheet (Attachment 2) by 4 pm EST 13 Feb 2023.



The clauses and provisions in RFQ FA6648-23-Q-0015 AV GAS Provisions and Clauses (Attachment 3) are incorporated and will remain in full force in any resultant award (full text of clauses and provisions may be accessed electronically at this website): https://www.acquisition.gov/

The provision at 52.212-2, Evaluation - Commercial Items applies to this acquisition.



ADDENDUM to 52.212-2, Evaluation – Commercial Items.



The Government will award a firm fixed priced contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.



The following factors shall be used to evaluate offers:



(i) Technical capability of the item offered to meet the Government requirement. Your quote package, MUST include spec sheets/information brochures for the products quoted in your package. Information should clearly show and demonstrate your company’s ability to meet the stated requirement. Failure to provide enough information, will result in a determination of quote being unresponsive to the solicitation.



(ii) Price. See attached pricing sheet.



This requirement will be awarded to the Lowest Price Technically Acceptable Offeror. In order to be found technically acceptable the quote must demonstrate the contractor’s ability to meet the requirements of the RFQ. In addition, the Program Manager will evaluate quotes to determine technical acceptability. It is a pass/fail basis. If a quote fails, it will be determined to be not technically acceptable. Quotes will be looked at from the lowest price. All offers will be evaluated on their proposed Total Price. If the initial lowest price is found to be technically acceptable, award will be made to that vendor. Only one award will be made under this solicitation.



Any questions generated from this solicitation must be submitted in writing to Daniela Marton (daniela.marton@us.af.mil) by 4:00 PM Eastern Daylight Time (EST), 10 February 2023.



When addressing questions concerning any aspect of the solicitation, state the page number, section, and paragraph that requires clarification. The Contracting Officer will provide clarification(s) through amendment(s) to the solicitation following receipt of any questions. Any questions received after 10 Feb 2023 4 PM EST may not be answered.
