The United States Coast Guard (USCG) has a requirement for the supervision, labor, equipment, and
materials for Water testing services at USCG Air Station Miami in accordance with the Statement of Work.
This combined synopsis/solicitation for services prepared in accordance with the format in subpart 12.6 of the Federal Acquisition Regulation (FAR) as supplemented with additional information included in this notice. This synopsis/solicitation is being advertised as Small Business Set-Aside only. This announcement constitutes the only solicitation; no separate written solicitation will be issued.

This requirement is for a fixed price contract. The contract will be awarded using simplified acquisition
procedures in accordance with FAR part 13 and part 15.
Period of Performance:
Base Year: 10/01/2023-09/30/2024
Option Year 1: 10/01/2024-09/30/2025
Option Year 2: 10/01/2025-09/30/2026
Option Year 3: 10/01/2026-09/30/2027
Site Visit. All bidders are required to visit the site to verify any/all quantities before submitting bids.
Requests for site visits shall include the Company name, Employees full names, Driver's License State and Number and ensure vehicles have current insurance and registrations. A valid photo Identification is required to gain access to the facility. Offerors are solely responsible for all transportation costs for the site visit.

Anticipated award date: 10 business days after close of solicitation, OOA 28 September 2023
The Government will award a contract resulting from this solicitation to the responsible offeror whose
offer conforming to the solicitation will be LOWEST PRICE and most advantageous to the Government.
The Government intends to award on an all or none basis to a responsible offeror whose offer conforms
to the solicitation and provides the Government with the best value. The evaluation and award
procedures in FAR 13.106 apply; LOWEST PRICE.
When submitting your proposals, request a price breakdown of the following:
a. Cost of labor and supervision.
b. Cost of materials and equipment needed to perform the work.
Prospective contractors shall also provide along with your proposal past performance documents
which will be used to determine expertise to perform such work.
The Government intends to select one contractor for this acquisition. However, the Government reserves
the right not to award a contract at all, depending on the quality of the proposals and prices submitted and
the availability of funds.
Rejection of Unreasonable Offers: The Government may reject any quotation that is evaluated to be
unreasonable in terms of program commitments, including contract terms and conditions, or
unreasonably high or low in cost when compared to Government estimates, such that the proposal is
deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of
the program.
