This posting provides update to previous sources sought. Please note clarification to requirement:



1. The powder feeder may utilize motor driven components within the powder feeding assembly



2. It is known and understood that non pressurized powder feeder will restrict how the powder is fed into the gun. It allows for powder to be fed downstream inside the nozzle, which is preferred method for system operation.



Please provide any update to sources sought responses by February 14, 2024.





This is an update to previous sources sought. Please see instructions below. The following changes were made to the draft specification:





Paragraph 3.3.6 the sentence “The feeders must be non-pressurized and gravity fed.” Was added.



Paragraph 3.3.11 Gantry was added.

the The DLA-Aviation is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support this requirement for 1 High Speed Cold Spray Booth. Must provide turn-key machine with Training, IUID, Tooling, and Installation. The result of this market research will contribute to determining the method of procurement. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 333517.

Submission Instructions: Interested parties should submit a response to this Sources Sought Notice by April 17, 2023 NLT 04:00 pm EST. All responses under this Sources Sought Notice must be emailed to Ashley.Saunders@dla.mil. Responses should be not exceed twenty five (25) one-sided 8.5 x 10 inch pages with a font that is no smaller than 10 point as this is not a request for a proposal but only a request for submission of a vendor's capability to perform this requirement. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.





DLA Aviation intends to issue a request for proposal for one (1) High Pressure Cold Spray Booth, including the area technical data, tooling and accessories, delivery, unloading and rigging, installation, IUID tags, testing and on site operator, maintenance, electrical, and mechanical training. Interested parties may identify their interest and capability to respond to this requirement no later than the stated closing date/time. DLA Aviation is requesting industry input into the feasibility of the government’s requirements. In your response, please provide:






  • Description of your company’s capabilities, based on the questions below

  • Comments on the attached statement of work. Please identify on the attached statement of work if your company is capable of providing the requirement as written or propose an alternative solution.

  • Please identify your company’s business size in terms of number of employees, and whether domestic or foreign for consideration of solicitation set-aside, and small business subcontracting requirements.

  • Please identify your company’s manufacturer status: Manufacturer/Non-Manufacturing Source. If non-manufacturing source, please identify the manufacturer.

  • Please identify whether your company will partner with subcontractors to complete this requirement.

  • Please provide a basis of estimate to consider the total financial budget of this requirement. Estimates should capture the total procurement requirements, not solely the machine’s requirements.





Physical Characteristics:





The attached purchase description outlines the physical characteristics of the system to include:




  • The largest part size to be processed through the booth is 3.5 feet × 12.5 feet

  • Inside the facility the machine must fit within the allowable floor space of: 38 feet × 29 feet × 12 feet (L,W,H)

    • Please identify your system’s overall footprint.



  • Does your booth Electrical system conforms to NFPA 79? If not which electrical code does it conform to?

  • Electrical at facility 480 volt, 3-phase, 60 Hz

  • Exterior concrete pad to be installed: overall footprint available for the concrete pad is 30 feet × 30 feet, directly outside of the east door of Building 794B. The concrete pad shall be large enough and made to support both the Nitrogen generator and the chiller.





Functional Characteristics:




  • FRCSE intends to replace using re-fillable nitrogen bottles with a nitrogen generator system. Please identify what your company is capable of providing to accomplish this. Please identify the size of the nitrogen generator available, describe how it integrates with the machine, and include any other pertinent information regarding a nitrogen generator system.

  • The machine will need to be chilled to provide an environmental control for the interior of the booth to maintain 40% Relative Humidity @ 78 degrees F. Please identify the means by which your company achieves this temperature. Does your company use a chiller to accomplish the humidity/temperature requirement? If so, please identify what sized chiller is used. If your company does not use a chiller, please explain how this requirement is met. Minimum 15kw gas heater to maintain temperature during cooler months.

  • We are requiring a 6-Axis Robot mounted spray gun inside the booth for processing parts; spray application shall comply with NFPA 33. Closed loop, high-gain electrical servo axes. What type of robotic arm do you provide and how does it integrate into the system and controller?

  • We are asking for a gravity fed Powder Feed System. How does your system accomplish getting the powder to the spray guns inside the booth?

  • Fully enclosed booth with breathing air supply lines, NEMA L6-30 30Amp 250V power outlet, Supply lines for compressed air, nitrogen, and helium.

  • 36-inch diameter; 2-Axis rotary worktable with 90-degree tilt/rotate positioning

  • Wet dust collector with minimum 10,000CFM built and installed IAW ACGIH 2090.

  • Safety items to protect user from sharp edges, bumps, trips. All lines run overhead.

  • Does your booth include these safety items listed in 3.3.10, 3.3.10.1, 3.3.10.2 in the SOW?

  • Work light

  • Digital Hour Meter





Performance Characteristics:




  • Please review the testing criteria in section 4 of the SOW. Does your booth meet these requirements? If not how do you test your booth?





Please comment on the draft purchase description of whether the current physical characteristics are achievable, or whether the Government should consider an alternative that is commercially available.
