NOTICE OF INTENT TO SOLE SOURCE



The U.S. Army Corps of Engineers (USACE), Jacksonville District, intends to solicit and contract with Volusia Turtle Patrol Inc. (CAGE 3ZTZ7), of Ponce Inlet, FL, on a sole-source basis to conduct preconstruction surveys and environmental monitoring for Threatened and Endangered (T&E) sea turtle species within the project footprint of the Flagler County Coastal Storm Risk Management (CSRM) Project. The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541620, Environmental Consulting Services.



The Florida Fish and Wildlife Conservation Commission (FWC) implements a program regulating permits for marine turtle-related activities. Only one marine turtle permit is issued per beach to manage impacts on turtle habitats. This approach ensures responsible management of marine turtle populations in Florida. Volusia Turtle Patrol Inc. is the only Marine Turtle Permit Holder for the Flagler County locations listed in the Performance Work Statement (PWS). Therefore, this requirement will be solicited using other than full and open competition in accordance with FAR 13.106-1(b)(1).
