Description

The U.S. Marshals Service, Justice Prisoner and Alien Transportation System (JPATS) intends to negotiate and award a one-time, sole source, firm-fixed price purchase order under Simplified Acquisition Procedures (FAR Part 13) to Pan Am International Flight Academy, 5000 NW 36th St., Miami, FL 33166. This requirement is for PIC Initial Type Rating Qualification, and a variety of technical courses for USMS Pilots operating B737-CL series aircraft. The period of performance for this procurement will be from January 1, 2023 through September 30, 2023.



Based on market research conducted and contacts made with knowledgeable individuals within the Government and related industry, it has been determined that this requirement can only be met through Pan Am International Flight Academy.



This notice of intent is neither a request for competitive proposals, nor a request for offers; however, interested parties may identify their interests and capability to respond to this requirement by contacting Victor J. Stamps, Victor.J.Stamps@usdoj.gov, no later than 11:00am (CST) on Friday, December 15, 2022. Supporting evidence must be furnished in detail to demonstrate the interested party's capabilities to perform the requirement. Information received will be considered solely for the purpose of determining whether there is an opportunity to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement will be based upon responses to this notice and is solely within the discretion of the Government. The Government will not be responsible for any costs for producing and emailing capability packages. Responses received will be evaluated; however, responses sent via other means (i.e. via telephone call, facsimile transmission, etc.) will not be considered.
