1. DESCRIPTION



THIS IS A REQUEST FOR INFORMATION (RFI). This RFI is issued solely for information and planning purposes. It does not constitute a Fair Opportunity Proposal Request (FOPR) or imply the Government’s intent to issue an FOPR in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Government is not seeking proposals and will not accept unsolicited proposals at this time. Interested parties are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. Response to this RFI is strictly voluntary and will be used to determine if there is adequate competition. Not responding to this RFI does not preclude participation in any future FOPR, if any is issued. All information received shall be safeguarded from unauthorized disclosure.



2. INTRODUCTION



The 772d Enterprise Sourcing Squadron (772 ESS/PKD), Tyndall AFB, FL is seeking qualified vendors who can provide on-site technical and professional expertise in support of Blast and Ballistic Protection Systems Evaluation; Update/Develop Design Criteria for Protective Systems; Airbase Camouflage, Concealment and Deception Technology Development; Protective Systems for Infrastructure and Asset Survivability Against Cased Munitions; Blast and Ballistic Protection for Guided Munitions; Resiliency Technology Development; New Methodologies for Rapid Prototyping Technologies; Mitigation of Internal Blast Effects; Protective Concepts and Systems Against Forced Entry at Tyndall AFB, FL.



The principal nature of the requirements described in this solicitation is consistent with services performed by industries in the 541715, Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology). The size standard associated with this NAICS code is 1,000 employees.



The estimated dollar value of this effort is expected to range from $40M - $50M.



The Government has included the Performance Work Statement (PWS) outlining the tasks required.



3. REQUIREMENTS



Interested vendors are requested to respond to this RFI and provide the following information which may not exceed 10 pages:




  1. Demonstration of the firm’s capability to perform the requirements in accordance with the attached Performance Work Statement (PWS). In an effort to determine the capability of interested vendors, the Government is requesting all interested organizations to submit relevant past performance references/technical narratives for work that is similar in scope to each of the thrust areas and include rationale for how the work is similar in scope to the PWS.



Please provide your organization point of contact for any questions along with your SAM Unique Entity ID (UEI), Cage Code, and size standard.



Based on your reading of the PWS, what percentage of the work are you able to perform organically? What percentage will be subcontracted? Specify your business type (SBA certified Small Business, Small Disadvantaged Business, 8(a) Certified Small Business, HUBZone Small Business, Woman-Owned Small Business, Service-Disabled Veteran-Owned Small Business, Veteran-Owned Small Business) based upon NAICS 541715. Specify all that apply. Please limit your response to two (2) pages for this section (included in the 10 page overall limit.)

  1. Does your organization have the capability to meet a fluctuating workload driven by factors such as budget variations, emergent technology interest areas, demonstration and transition opportunities, and operational feedback? Please answer Yes or No?

  2. Does your organization have familiarity with a work plan process for adding incrementally funded tasks tracked by ACRN? Please answer Yes or No?

  3. Is your organization’s accounting system determined to be adequate by the Defense Contracting Audit Agency (DCAA) in order to be eligible for cost-type contracts [see FAR 16.301-3(a)(3)]? Please answer Yes or No?

  4. Do you have the ability to provide a Secret facility clearance? Please answer Yes or No?





4. RESPONSES



Interested vendors are requested to respond to the RFI no later than 12:00 PM CDT on 11 March 2024. Responses will be limited to the page restriction identified above. Margins shall be 1 inch each side, lines should be single spaced and text should be no smaller than 12 point font (Times New Roman preferred).



Proprietary information, if any, should be minimized and must be clearly marked. To aid the Government, please segregate proprietary information. Be advised that all submissions become Government property and will not be returned.
