Description

The Department of the Air Force (DAF), Air Force Materiel Command (AFMC), Air Force Installation & Mission Support Center (AFIMSC), and 771 Enterprise Sourcing Squadron, located at Tyndall AFB, FL intent to award one (1) new sole source, indefinite-delivery, indefinite-quantity (IDIQ) contract for professional architect and engineer (A&E) services to develop, publish, and interpret the building criteria/codes, standards, specification guides, and other facilities-related technical information necessary to enable optimal planning, construction, operation, sustainment, restoration, and modernization of all Department of the Air Force (DAF)-owned built infrastructure.

Public Law 93-383 chartered NIBS to serve as the authoritative national source for these required services, and directed it to financially sustain itself as a nonprofit, nongovernmental organization by receiving “contracts and grants from Federal, State, and local governmental agencies and other entities, and grants and donations from private organizations, institutions, and individuals”. Furthermore, Public Law 93-383 encouraged all federal government organizations carrying out construction-related programs and/or developing technical requirements for construction activities to accept the technical findings issue by NIBS; and explicitly authorized federal government organizations to “contract with and accept contracts from [NIBS] for specific services where deemed appropriate by the responsible Federal official involved”.

This acquisition is being pursued under the sole source basis under the statutory authority 10 U.S.C. 3204(a)(5), as implemented by FAR 6.302-5, Authorized or required by statute; therefore, a solicitation is not available for this procurement.





THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, the government will consider all responses received within 15 calendar days after the date of publication of the synopsis. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received from this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement
