MEMORANDUM FOR ALL CONTRACTORS

SUBJECT: Notice of Intent to Sole Source

1. Homestead Air Reserve Base (HARB), Florida, intends to solicit and award a sole source contract to Vampire Aviation LLC, 5753 HWY 85 N#2612 Crestview, Florida, 32536, United States for the De Havilland Vampire Aerial Act at Wings Over Homestead Air Show 1-2 April, 2023, at Homestead ARB, FL. The contractor will provide one aircraft, a De Havilland Vampire DH-115 as a show performance aircraft and as static display. The aircraft will be accompanied by one (1) appropriately rated pilot per aircraft. In addition to the pilot, additional ground crew and an additional support aircraft as deemed necessary by the contractor will accompany the performance / static aircraft. This additional aircraft may be utilized by Homestead ARB as an additional static aircraft if desired. Contractor will perform one (1) 12-minute aerial act for the Press / Media /VIP teaser shows (Practice) and (1) 12-minute event performance (Standard Performances) per day. Scheduling of the individual aircraft acts will be determined and agreed to by the contractor in coordination with the Wings Over Homestead (WOH)Team prior to the opening of the show.

2. This purchase will be made under Simplified Acquisition Procedures as authorized by FAR 13.106-1(b)(1). The procurement is for Air Show Performance and Services. Vampire Aviation LLC is the only company that performs the Vampire Aerial Act. Only one responsible source has been identified as reasonably available to provide the service that will satisfy the agency requirements. Therefore HARB seeks to issue a sole source firm fixed price contract to Vampire Aviation LLC for the above performance.

3. Information received as a result of this notice will be considered solely for the purpose of determining whether to conduct a competitive procurement. This synopsis is for notification purposes only and does not constitute a solicitation for bids, quotes, or proposals. The North American Industry Classification System (NAICS) Code is 711510 and the Small Business size standard is $8,000,000.

4. Interested persons may identify their interest and capability to respond to the requirement or submit quotes. This notice of intent is neither a request for competitive quotes nor a solicitation for offers. Firms that believe they can provide the required services are encouraged to identify themselves and give written notice to the Contracting Officer by 12:00 p.m. Eastern Standard Time, 10 Jan 2023. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Any interested party may inquire with the below point of contact. The Government does not intend to pay for any information provided under this notice. This synopsis does not constitute a solicitation, however all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. If no responses are received by 12:00 p.m. Eastern Standard Time, 10 Jan 2023, a Sole Source contract will be pursued with Vampire Aviation LLC.
