AMENDMENT 00001 for RFQ FA6648-23-Q0010

The purpose of this Amendment is:

1) to change the date the offers are due from 27 Jan 2023 at 4 PM EST to 31 Jan 2023 at 4 PM EST

2) to add Attachment 4 RFQ FA6648-23-Q0010 Smoke Oil Brand Name

3) To modify language in the Combined Synopsis/Solicitation

- from "This procurement is being issued with full and open competition" to "This procurement is being issued as a brand name requirement"

- from "Any questions generated from this solicitation must be submitted in writing to Daniela Marton (daniela.marton@us.af.mil) by 4:00 PM Eastern Daylight Time (EST), 25 January 2023." to "Any questions generated from this solicitation must be submitted in writing to Daniela Marton (daniela.marton@us.af.mil) by 4:00 PM Eastern Daylight Time (EST), 30 January 2023."

- from "Any questions received after 25 Jan 2023 4 PM EST may not be answered" to "Any questions received after 30 Jan 2023 4 PM EST may not be answered.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for Commercial Items as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR 13) will be used for requirement.

Solicitation FA6648-23-Q-0010 is issued as a request for quotation (RFQ).

Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit, in writing, a complete quote including delivery FOB Destination Homestead ARB, FL 33039.

Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted.

This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-01 was published in the Federal Register , December 1, 2022.

THIS REQUIREMENT WILL BE: 100% TOTAL SMALL BUSINESS SET-ASIDE.

This procurement is being issued as a brand name requirement under NAICS code : 324191 – Petroleum Lubricating oil and Grease Manufacturing and small business size standard of 750 employees.

The 482nd Fighter Wing (482 FW) located at Homestead Air Reserve Base (HARB), Florida has a requirement for the contractor to provide twenty-seven (27) 55-gallons drums of smoke for the USAF Thunderbird's performances during the Air Show Wings Over Homestead scheduled for 1,2 April 2023 at Homestead ARB.

According to the USAF Thunderbird's operation manual the 7 types of smoke oil below are accepted and suitable/recommended for use:

Offerors shall submit a quote for one or more of the smoke oil brands listed below.

b. Shell Oil Company Aeroshell Smoke Oil 5W416

c. Copper State Petrol. CSP Aviation Smoke Oil 6TAZ7

d. W.S. Dodge Oil Company Smoke Oil C13 0XAK2

e. PetroBlend Corporation Pure White Smoke Oil 7G4W2

f. Petro-Canada Paraflex HT10 Fluids 0NVS1

g. Phillips 66 Company Los Angeles, CA, Aviation Smoke Oil, 883E7

Requesting quantity 27 55 Gal drums to be shipped to Homestead ARB, FL 33039. Price should include Shipping/Freight and delivery on-site. FOB: Destination - Homestead ARB, FL 33039, to be delivered by 1 Mar 2023.

Please review this solicitation in its entirety including all solicitation attachments provided herein and submit an offer for the requested services as outlined in the file RFQ FA6648-23-Q0010 Smoke Oil Salient Characteristics (Attachment 1).

Offerors shall submit their firm fixed-price quote using the attached RFQ FA6648-23-Q0010 Smoke Oil Pricing Sheet (Attachment 2) by 4 pm EST 27 Jan 2023.

The provision at 52.212-2, Evaluation - Commercial Items applies to this acquisition.

ADDENDUM to 52.212-2, Evaluation – Commercial Items.

The Government will award a firm fixed priced contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

The following factors shall be used to evaluate offers:

(i) Technical capability of the item offered to meet the Government requirement. Your quote package, MUST include spec sheets/information brochures for the products quoted in your package. Information should clearly show and demonstrate your company’s ability to meet the stated requirement. Failure to provide enough information, will result in a determination of quote being unresponsive to the solicitation.Offerors shall submit a quote for one or more of the smoke oil brands listed in this document.(See Attachment 4 - RFQ FA6648-23-Q0010 Smoke Oil Brand Name)

(ii) Price. See attached pricing sheet.

This requirement will be awarded to the Lowest Price Technically Acceptable Offeror. In order to be found technically acceptable the quote must demonstrate the contractor’s ability to meet the requirements of the RFQ. In addition, the Program Manager will evaluate quotes to determine technical acceptability. It is a pass/fail basis. If a quote fails, it will be determined to be not technically acceptable. Quotes will be looked at from the lowest price. All offers will be evaluated on their proposed Total Price. If the initial lowest price is found to be technically acceptable, award will be made to that vendor. Only one award will be made under this solicitation.
