This announcement is posted as a notification of the Government’s intent to enter into a sole-source award under the authority of FAR 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
The Defense Logistics Agency (DLA) – Energy intends to add environmental and fuel spill response requirements to the current SPE600-17-C-5039 firm fixed price contract for the Defense Fuel Support Point (DFSP) at Tampa, FL. The contractor will be responsible for integration of environmental considerations into their planning and decision-making process while operating the facility in accordance with all DFSP Tampa environmental permits, laws, regulations, permits and plans. The contractor will also be responsible for fuel spill prevention and fuel spill response to include but not limited to maintaining a qualified Oil Spill Removal Organization (OSRO) on retainer in the event of a product release.
The contract is subject to 52.222-43 Fair Labor Standards Act and Service Contract Act. This procurement used a 100% set-aside for service-disabled veteran owned small business (SDVOSB), under NAICS 493190 with a size standard of $30 million. The Period of Performance is from November 3, 2017 to November 3, 2026.
The contractor is currently responsible to provide all personnel, equipment, tools, materials, supplies, supervision, and all other items and services listed in this contract necessary to for the operation, maintenance, product quality, surveillance, inventory control and accounting, security, and safety of DFSP Tampa.
