Title – Marine Littoral Regiment (MLR) Scalable Expeditionary Hygiene (EH) Capability Market Survey



Purpose



The Naval Surface Warfare Center Panama City Division (NSWC PCD), on behalf of the United States Marine Corps (USMC), is performing a market survey of current and developmental systems and components to fulfill the requirement for modular, portable, and scalable family of equipment to support EH capabilities for small mobile Marine units.



This market survey’s focus is on current and developmental systems to fulfill the requirement for Expeditionary Shower Systems (ESS) and Expeditionary Laundry Services (ELS) capabilities, each of which are described herein.



By supporting this effort, you will be enabling the USMC to better define current technical capabilities and establish requirements for future acquisition decisions. Information provided to NSWC PCD and the USMC will not be shared or distributed beyond other U.S. Government agencies without express written consent. It is desired that you fill out and return the attached form for each of your products relevant to this topic.



Description



This market survey is intended to:



a) Assess the availability of current commercial product lines and capabilities.



b) Assess industries’ capabilities to develop and produce a notional Expeditionary Shower and Expeditionary Laundry capability.



The USMC is looking for a system that it is more portable and efficient than the following:



NSN: 4510-01-163-6775, Bath Shower Unit, Expeditionary Field



NSN: 3510-01-549-8384, Batch Laundry Unit, Containerized



A notional description of the ESS and ELS capability is provided below.



Expeditionary Shower System (ESS) Description



For the purposes of this market survey, ESS is any modular shower system that can be used to create a) a singular self-contained shower module, or b) multiple self-contained shower modules, which include and encompass many/all of the peripheral capabilities associated with standard showering operations, to include the following:




  • Water storage (desired)

  • Water receipt

  • Water distribution or interconnectivity with other shower modules

  • Self-contained power supply

  • Water processing (generate hot water/process cold water)

  • Individual shower enclosure/structure (for privacy)

  • Efficient water dispensing via a hand wand or shower head

  • Gray water collection

  • Gray water transfer (desired)



The ESS shall be sufficiently scalable and modular to permit system breakdown into man-portable sized units for stowage and transport in a Quadruple Container (QUADCON) or smaller, and/or broken-down for stowage and transport in Joint Modular Intermodal Containers (JMIC) (or equivalent type containerization).



The organization of the containerized ESS modules, along with its supporting peripheral capabilities, shall be sufficiently scalable to permit operational units to create an appropriately sized expeditionary shower “farm”. This shower farm may be composed of many shower modules or set up as a mini shower farm composed of a minimal number of shower modules, while still retaining the full spectrum of shower functions (water receipt, heating, dispensing, enclosure, gray water, etc.) as described above.



In addition, the ESS shall be designed for efficiency, utilizing the latest technologies from industry to minimize/reduce overall water consumption and to reduce overall power demand for dispensing and generating hot water.



The ESS shall be capable of being operated via a variety of power sources including but not limited to: current available Marine Corps portable generators, Advanced Medium Mobile Power Sources (AMMPS), solar power, battery power, or other commercial or military power supply means.



Expeditionary Laundry System (ELS) Description:



For the purposes of this market survey, ELS is any modular laundry system that can be used to create a) a singular self-contained laundry module, or b) multiple self-contained laundry modules, which include and encompass many/all of the peripheral capabilities associated with standard laundry operations, to include the following:




  • Water storage (desired)

  • Water receipt

  • Water distribution or interconnectivity with other laundry modules

  • Self-contained power supply

  • Water processing (generating hot water, processing cold water)

  • Washer unit with an approx. 55 lb load capacity

  • Gray water collection

  • Gray water transfer (desired)

  • Dryer unit of sufficient capacity and drying performance (drying time) to match the performance of its mated washer unit

  • Storage module for Stock List-3 (SL-3) type equipment to include such items as electrical harnesses, water lines, and ductwork for washer and dryer operations, etc.

  • Incorporate ozone technology (desired)



The ELS shall be sufficiently scalable and modular to permit system breakdown into man-portable sized units for stowage, transport and operation in JMIC-sized transport containers (or equivalent type containerization).



The organization of the JMIC containerized ELS modules, along with its supporting peripheral capabilities (i.e., SL-3), shall be sufficiently scalable to permit operational units to create a large expeditionary laundry facility, composed of many laundry modules, or a much smaller and mobile laundry facility composed of as few as one (1) washer and one (1) dryer unit. Regardless of the size of the laundry facility created, the efficient organization of the JMIC containerization should ideally permit laundry facility set-up, operation, and tear-down, while retaining the full spectrum of laundry functions (water receipt, heating, dispensing, enclosure, gray water, etc.) as described previously.



The ELS shall be designed for efficiency in system operation to minimize/reduce overall cold and/or hot water consumption per laundry load, reduce overall power demand for system operation, and reduce power demand for hot water generation and dryer operations. Where possible, the system shall apply the latest industrial and commercial technologies in washer and dryer operations to enhance system performance and water usage, such as agitator design, ozone generation, wash cycle timing, cleaning chemical injection, high density cleaning agents, etc.



The ELS shall be capable of being operated via a variety of power sources including but not limited to: current available Marine Corps portable generators, AMMPS generators, or other commercial or military power supply means.
