THIS SPECIAL NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A REQUEST FOR PROPOSAL. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. RESPONSES SUBMITTED IN ANY FORM ARE NOT OFFERS AND THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS SPECIAL NOTICE. NO FUNDS ARE AVAILABLE TO PAY FOR PREPARATION OF RESPONSES TO THIS SPECIAL NOTICE. ANY INFORMATION SUBMITTED BY RESPONDENTS TO THIS SPECIAL NOTICE IS STRICTLY VOLUNTARY.





The purpose of this special notice is to provide industry an update on the Government’s acquisition strategy and notional schedule leading up to release of the Final Request for Proposal (RFP) for the Ready Relevant Learning Fiscal Year 2024 Content Conversion (RRL FY24 CC) procurement.





The RRL FY24 CC procurement will be a full and open competitive procurement. The contract type is anticipated to be Firm-Fixed Price (FFP) with a potential incentive for early delivery (details of which are still in work). The Government is working to award this contract by the end of December 2023.





The Government is working to post the Draft RFP for industry review and comment by mid-to-late April 2023, with a potential Pre-Solicitation Conference scheduled shortly after release of the Draft RFP. The Final RFP is anticipated to be posted by the end of May 2023, with a potential Industry Day scheduled shortly after release of a Final RFP if a Pre-Solicitation Conference is not conducted after release of the Draft RFP. Clarification on a Pre-Solicitation Conference or Industry Day will be provided with the posting of the Draft RFP.





The notional schedule leading up to release of the Final RFP is subject to change, and the Government does not plan to post further updates until the Draft RFP is posted. This special notice is only for the RRL FY24 CC competitive procurement and does not represent the status of any other RRL effort.
