Description

This Special Notice is to advise interested members of the Training and Readiness Accelerator II (TReX II), as well as other interested members within the U.S. technology base, that a Request for Information (RFI) has been issued by Advanced Technology International (ATI) for the Defense Health Agency’s (DHA) Medical Simulation and Training Program Management Office (MST PMO), under Program Executive Office Medical Systems (PEO MS).



This Request for Information (RFI) is not a solicitation for proposals, solutions, white papers, quotations, or obligation on the part of the Government to acquire any products or services but for planning purposes only. The purpose of this RFI is to obtain information, engage in market research, ascertain technical viability, and explore industry capabilities to inform the future requirements and acquisition strategies in several areas related to the Interoperable Networking for Training, Readiness, and Education in Medicine (INTREMED) effort, which is described below. Your response to this RFI will be treated as information only. All costs incurred responding to this RFI will be solely at the Respondent’s expense. No entitlement to payment of direct or indirect costs or charges by the Government or ATI will arise because of industry submission to this announcement or the Government’s use of any information submitted by the Respondents. The information provided by industry will support the Government in requirement prioritization, acquisition strategy, statement of work/statement of objectives, and performance specifications. Interested parties are responsible for adequately marking proprietary or competition-sensitive information contained in their response. RESPONDENTS MUST NOT INCLUDE CLASSIFIED INFORMATION IN THEIR RESPONSE TO THIS RFI.



The purpose of the Training and Readiness Accelerator II (TReX II) is to spur innovative development, demonstration, and expedited delivery of prototypes to increase Warfighter readiness via modeling, simulation, education/training, experimental validation, and military readiness focused projects. A consortium has been established to develop prototypes directly relevant to enhancing the mission effectiveness of military personnel and the supporting platforms, systems, components, or materials proposed to be acquired or developed by the Department of Defense (DOD), or to improvement of platforms, systems, components, or materials in use by the Armed Forces. This Request for Information (RFI) is issued under the Training and Readiness Accelerator II (TReX II) OTA in support of the Director of the Department of Defense (DoD) Test Resource Management Center.



This RFI is for information only and does NOT constitute a Request for Consortium Agreement. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting agreement proposals. The Government does not intend to award an OTA on the basis of this announcement alone. This RFI Notice is issued solely for conducting market intelligence in accordance with the DoD OT Guide and gathering information for planning purposes.



The Government WILL NOT PAY for any information received in response to this RFI, and the Government will not compensate the respondent for any cost incurred in developing the response to this RFI. Proprietary information, if any, shall be minimized and MUST BE CLEARLY MARKED. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. No sensitive or classified information shall be discussed. Foreign-owned, controlled, or influenced firms are advised that security restrictions may apply that may preclude their participation in these efforts.

Interested parties are required to be members of the Training and Readiness Accelerator II (TReX II) to respond to this RFI. Interested parties who are not members who are interested in becoming members should contact TReXII@ati.org. Only members of the TReX II consortium can respond to this RFI.



Responses to this RFI are due NO LATER THAN 22 December 1200 local time, Orlando, FL.
