SUBJECT: Okeechobee Waterway W.P. Franklin Lock And Dam (Structure 79) Caloosahatchee River Lee County, Florida Spillway Gate Replacement



DESCRIPTION OF WORK: The Jacksonville District has a new requirement for Okeechobee Waterway W.P. Franklin Lock and Dam (Structure 79) Caloosahatchee River Lee County, Florida Spillway Gate Replacement. The scope of this project consists of procuring new composite FRP spillway gates for W.P. Franklin Dam (Structure 79) and composite FRP bulkheads for Port Mayaca Dam located on the Okeechobee Waterway in the Jacksonville District. The contract components will be fabricated off site and delivered to the Julian Keen Lock located in Moore Haven, Florida. All subsequent handling of the fabrications, to include installation, will be performed by the Government and is not considered part of this project. Commence work under this contract within 15 calendar days after the date the contractor receives the notice to proceed. Complete the work ready for use no later than 7 October 2025.



PROPOSAL REQUIREMENTS: Award will be made to the offeror whose proposal represents the best value to the government utilizing Lowest Price Technically Acceptable best value source selection procedures. Procedures will be evaluated in the areas of Technical, Past Performance, and Price. The Offeror?s proposal shall be submitted in digital (pdf.) to the Contract Specialist Isis Hill, Isis.S.Hill@usace.army.mil and the Contracting Officer Sherelle Barber, Sherelle.N.Barber@usace.army.mil in accordance with the solicitation.



THIS IS A TOTAL SMALL BUSINESS ACQUISITION. ALL RESPONSIBLE SMALL BUSINESS OFFERORS ARE ENCOURAGED TO PARTICIPATE.



The solicitation will be issued on or about Monday, December 4, 2023 with a response date a minimum of 30 days after issuance. Solicitation will be issued in electronic format only, and will be posted on the SAM.gov website. In order to receive notification of any amendments to this solicitation, interested vendors must REGISTER AS AN INTERESTED VENDOR on the SAM.gov website. If you are not registered, the Government is not responsible for providing you with notification of any changes to this solicitation. You must be registered in the System for Award Management (SAM) in order to receive an award from this solicitation. The SAM website can be located at https://sam.gov.
