The Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Jacksonville (FLCJ), FL intends to issue a sole source award for the procurement of a four (4) H30513-05/8 Packing Follower Assemblies 342 AN-W to Wartsila Defense, Inc. Wartsila Defense, Inc. is the Original Equipment Manufacturer (OEM) and sole provider of the Packing Follower Assemblies. The use of OEM material is required to ensure the warranty on the work and the equipment is maintained. Wartsila Defense, Inc. is the sole provider of all their products including stern tube shaft seals, rudder stock seals, bulkhead seals, bearings, water jets, and packing follower assemblies for the marine market. The material identified is required for the ship to be fully mission capable and damage control ready to successfully fulfill its mission on time and execute its objectives as demanded by the United States Navy. Wartsila Defense, Inc. owns all proprietary rights to their products including the required packing follower assembly and latest engineered design changes, and thus requires purchase of the required parts from the OEM. The packing follower assembly is a component of the stern tube seal which is required to prevent leakage of the shaft on the USS Detroit, as the ship will be towed. Stern tube shaft seals must be installed using OEM repair parts to ensure proper fit and function. Wartsila Defense, lnc.'s packing follower assembly is the only assembly that is compatible to the stern tube seal and no other assembly meets the Government's needs. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 339991- Gasket, Packing, and Sealing Device Manufacturing, with a Small Business Size of 500 employees. This notice of intent is for information purposes only. All sources eligible to provide this requirement must respond in writing. Responses must be supported with clear and convincing evidence to clearly articulate the ability to provide this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received, within three (3) calendar days after publication of this notice, to the effect that comparable items are available, and that it is more advantageous to the Government than obtaining this product through a sole-source contract, then a sole source acquisition award will be made.
