PROGRAM DESCRIPTION: The PEO STRI IPO has a requirement to procure FMS Releasable, COTS version of the VBS4 software licenses, hardware, warranty,

and New Equipment Training (NET) for the countries of Kenya and Iraq. VBS4 is a commercial game-based first person shooter capability developed by BISim. The Games for Training (GFT) and Synthetic Training Environment (STE) versions of the VBS software are not releasable to FMS customers. The Government anticipates awarding a firm fixed price (FFP) contract for this effort.

Equipment required as follows:

Kenya:

VBS4 Suite includes: (52 ea) Laptops, (1 ea) Server, (53 ea) VBS4 Seat Licenses, (53 ea) VBS4 Warranty - 1 yr, WIBU Key (standard dongle) (NET 10): 5 ea, WIBU Key (standard dongle) (NET 1): 3 ea.

NET includes: (2 ea) VBS Onsite Administrator Course, (1 ea) VBS Onsite Model Rigging and Import Course, (1 ea) VBS Onsite Scripting Level One course.

Iraq:

VBS4 Suite includes: (4 ea) Laptops, (4 ea) VBS4 Seat Licenses, (4 ea) VBS4 Warranty - 1 yr, WIBU Key (standard dongle): 4 ea.

NET includes: (1 ea) VBS Online\Virtual Administrator Course

Name of Intended Contractor is Bohemia Interactive Simulations (BISim), 3050 Technology Parkway, Suite 110, Orlando, FL 32826. BISim is the original developer of the VBS4 commercial gaming engine, and holds all of the current developmental tools, licenses and agreements with the game and model developers (intellectual property and software licensing).

The contract will be issued on a sole source basis in accordance with FAR 6.302-1. Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized.

PERIOD OF PERFORMANCE:

The Period of Performance (POP) for this effort to include NET is 24 months after contract award. The effort will utilize 10 U.S.C. Section 333 Funds that will expire 30 September 2023 (Kenya VBS4) and Counter-Islamic State of Iraq and Syria (ISIS) Train and Equip Fund (CTEF) funds that will expire 30 September 2023 (Iraq VBS4).

ACQUISITION APPROACH:

These requirements will result in a Firm Fixed Price (FFP) FMS sole‐source contract to the OEM. This action will be awarded in accordance with 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302‐1(a)(ii)(A), only one responsible source and no other supplies or services will satisfy agency requirements.

ESTIMATED DOLLAR VALUE: The total contract value for this effort is estimated at $1,609,222.00

NOTICE: This notice of intent to award sole source is being provided to verify that no other sources can meet this requirement given only one responsible source and no other supplies or services will satisfy agency requirements given the proprietary technical requirements, expedited timeline and substantial duplication of cost to the Government that is not expected to be recovered through competition. Contractors are advised that a determination by the Government not to compete this effort based on any responses to this notice is solely within the discretion of the Government IAW FAR Part 6.302-1.
