Project Title: Mask Assembly and Retrofit Kits
The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and AviationOperations (OMAO), Aircraft Operations Center (AOC) has a requirement for seven smoke masks and 7 retrofit mask kits, in accordance with a Sole Source Justification and Data Sheets. The statutory authority for other than full and open competition is FAR 13.106-1(b)(1)(i), Only one responsible source.
Sole Source Justification:
Avox/Safran Aerosystems produced the P/N 358-1506V-7, incorporating an active demisting system via retrofit kit P/N 358-1559-1. This improved model eliminates condensation on the goggle lens that could impede visual acuity and situational awareness while engaged in an onboard fire, smoke, or fumes event. It is NOAA’s intent to remove and replace these flawed masks with this upgraded model. A direct replacement with the upgraded P/N 358-1506V-7 and PN 358-1559-1 will prevent any system compatibility and configuration issues that could potentially affect safety of flight. Avox/Safran Aerosystems is the sole provider of the required systems.
The North American Industry Classification Code (NAICS) for this acquisition is 336413, Other Aircraft Part and Auxiliary Equipment Manufacturing with a business size standard of 1,250 employees.

The determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. However, if any interested party believes that it is capable of meeting the requirements, and in an effort to comply with the requirements outlined in FAR 5.102, a firm may request an electronic copy of the solicitation from the Contract Specialist, Alexyss Ermert, Alexyss.Ermert@noaa.gov, should a solicitation be issued.

All responsible sources may submit a Capability Statement and/or a quote in accordance with the solicitation, which shall be considered by the agency if received on or before 12:00 PM EST on July 31, 2023. The Capability Statement must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the requirements. The Government gives price preference to US manufactured products. All contractors doing business with this Contracting Office (Eastern Acquisition Division – Kansas City) must be registered with a valid Unique Entity Identification (UEI) number with the System for Award Management (SAM) website.
