EXPEDITIONARY MOBILE FUEL ADDITIVE CAPABILITY (EMFAC) MARKET SURVEY





Purpose



The Naval Surface Warfare Center Panama City Division (NSWC PCD), on behalf of the United States Marine Corps (USMC), is performing a market survey of current and developmental systems and components to fulfill the requirement for an Expeditionary Mobile Fuel Additive Capability (EMFAC).



By supporting this effort, you will be enabling the USMC to better define current technical capabilities and establish requirements for future acquisition decisions. Information provided to NSWC PCD and the USMC will not be shared or distributed beyond other U.S government agencies without express written consent. It is desired that you fill out and return the attached form for each of your products relevant to this topic.



Description



This market survey is intended to:



a) Assess the availability of current commercial product lines and capabilities.



b) Assess industries’ capabilities to develop and produce an EMFAC.





The EMFAC is a portable, fluid powered, additive injection system that injects the appropriate amount of Fuel System Icing Inhibitor (FSII), Static Dissipater Additive (SDA), and Corrosion Inhibitor/Lubricity Improver (CI/LI) to convert commercial Jet A-1 aviation fuel into Jet Propellant-8 (JP-8)/NATO Code F-24 Aviation Fuel.



The EMFAC system must meet the requirements described in the attached Performance Specification. The minimum acceptable performance threshold requirements are indicated with the word “shall” throughout the text. Objective capabilities that are objectives rather than mandatory capabilities are noted using the words “desired” or “desirable.”



Responses



Potential offerors with the ability to meet the requirements listed in the Performance Specification attachment are requested to provide information on their solution as a Microsoft Word Document or Portable Document Format (PDF) file in memorandum format. Responses to this RFI should include supporting materials that provide a demonstration of your company’s capabilities and experience. For costs, please provide any applicable quantity discounts. The following information is requested (indicate if the information is an estimate or actual).

  5. Product Maturity

  6. Cost

    • Cost of operation and maintenance over one year, including number and cost of replacement parts.





In addition to illustrating the ability to meet the performance requirements, the following questions must also be answered within this RFI:



1. As of the posting of this RFI, are a minimum of two (2) production samples available for evaluation that meet all of the requirements of this effort? If not, provide an estimate as of the posting of this RFI on when production samples can be made available.



2. Is the item currently available in the commercial market IAW Federal Acquisition Regulations Subpart 2.101?



3. If a commercial item exists, but does not fully meet the above requirements, provide an estimate on when an item would be available to meet the above requirements.



4. Provide an estimated monthly production rate.



5. What is the estimated cost per system? Please provide a cost breakdown to support large quantity purchases.



6. Is a commercial manual available for the item? If not, provide an estimate for how long it would take to produce one and the associated cost to develop one.

This is a Sources Sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement.
