Description:

The City of Brooksville is seeking bids from qualified contractors for the rehabilitation and repair of our inground water storage tank for the Lamar Water Pumping Station.

RE: Sandblasting, priming, and coating services; Potable Water Tank

Following SSPC-SP13/NACE 6 Surface Preparation of Concrete Standards (SSPC-SP13/NACE 6 Standard I included as an attachment), the Contractor shall perform the following services:

Provide labor, equipment, and related materials, (with the exception of paint materials that are currently on site and available for use) and mobilization for:

  1. Pre-blast Inspection: The majority of tank interior has been previously sandblasted. The contractor shall inspect tank interior to assess any areas that may require further sandblasting to ensure all of the loose material is removed and the walls are free of any possible contaminate. The entire tank does not require sandblasting, only those areas that may have loose material. as well as areas that have not yet been sandblasted.
  2. Surface Prep: After inspection. contractor shall sandblast tank interior where needed, to remove contaminants, weak concrete, and produce a sound concrete surface with adequate profile and surface porosity to prepare for the application of new coating system. Areas include the aeration tower and top of interior wall edge where it has not been sandblasted.
  3. Clean-up: After sandblasting, contractor will clean tank and pressure wash the areas to clean and make ready for crack repairs.
  4. Crack Repairs:
    1. Active/Moving cracks (leaks) shall be addressed cracks with Sauereisen F-370 Hydroactive Polyurethane Grout via injection packer method and/or application or Saueereisen F-180 Instaplug to seal leaks and fill small voids according to manufacturer’s specification, as needed, **Up to three kits (15 gallons) of F-370 shall be included in price quote. During the course of repair, should more than three kits be needed, the contractor will submit a change order requesting additional kits.
    2. Non-active/non-moving cracks will be addressed with Sikadur 35-HI-Mod Injection LV epoxy resin vial injection packer method following manufacturers specifications.
  5. Clean-up: Contractor will clean tank interior to prep for application of additional coatings.
  6. Restokrete Resurfacer Coating Application; Contractor shall then apply RestoKrete F-121 Substrate Resurface by Sauereisen to fill holes, voids, irregularities, and spalling concrete where build up is needed in concrete tank interior at a minimum of 1/8” thickness according to manufacturers’ specifications. RestoKrete Substarte Resufacer No F-121 by Sauereisen is a high strength, Portland Cement based, water resistant substrate repair material designed to fill voids, irregularities, and air pockets in concrete substrates where the surface integrity needs to be restored.
  7. Primer: Contractor shall apply Sauereisen 502 Epoxy Primer to tank interior at 8 mils following manufacturers’ specifications.
  8. Final Coating: Contractor shall apply Sauereisen 381 Conoflex Potable Water 100% Solids Urethane lining to interior of tank walls and floor according to manufacturers’ specifications at 60 mils total thickness.
  9. Inspection Hold Points: Contractor shall do in-house mil gauge checks during each application of specified products to ensure manufacturer’s application specification have been met. A representative from the City of Brooksville shall visually inspect the tank interior after surface prep work has been completed. A City representative shall be present during the spark testing procedure done after coating has been completed.
  10. Demobilization and Final Clean-up: Contractor will do a final clean-up and demobilize from the site.
  11. The time frame for this project shall be no more than six (6) calendar weeks/forty-two (42) consecutive days from the time the notice to proceed is issued. There shall be no time allowed for weekends, holidays, or typical weather.

Any catalog, brand name, or manufacturer's reference used in the specifications is intended to be descriptive and not restrictive and is used only to indicate type and quality desired. Any article, equipment, or material, which shall conform to the standards and excellence so established, and is of equal merit, strength, durability, and appearance to perform the desired function, is deemed eligible for offer as a substitute. The qualifications of the offer shall be judged as to their conformance with these specifications. Any equipment offered other than herein specified shall be subject to a competitive demonstration and evaluation by the City of Brooksville. The determination as to whether any alternate product or service is or is not equal shall be made by the City, and such determination(s) shall be final and binding upon all Proposer/Contractors.
