Description:

The City of Destin, Florida (City), is currently receiving sealed competitive submittals for “Proposal for Design and Permitting Services for the Linear Park and 98 Palms Boulevard Extension” The firm with the successful Proposal shall be required to supply the City with copies of current Liability Insurance and Workmen's Compensation coverage. The Scope of Work is to provide 100% Civil Design Plans for Phase 1 of the design by September 29, 2023, to the City of Destin (Owner), along with the complete design for the remainder of the project (Phase 2) shortly thereafter. Proposals must be received by the City Clerk's Office at the City of Destin, 4200 Indian Bayou Trail, Destin, Florida 32541, in a sealed envelope clearly marked “RFQ No. 23-02-CD, “PROPOSAL FOR DESIGN AND PERMITTING SERVICES FOR THE LINEAR PARK AND 98 PALMS BOULEVARD EXTENSION”, along with the name, return address and telephone number of the firm submitting the proposal, no later than 2:00 p.m. Central Time, on Thursday March 23, 2023 at which time they will be opened and identified aloud. The City reserves the right to reject any and all proposals or portions thereof, to waive minor defects and informalities in the process, to accept the Proposal(s) or take any other actions deemed by the City to be in the City's best interest.

The City of Destin (City) is looking for an Engineering Firm (Respondent) that has the capability to meet a strict deadline for the completion of the 100% design of Phase 1 of the project by September 29, 2023. Followed by 100% design of Phase 2 shortly thereafter. The design will be based on the Linear Park & 98 Palms Blvd Extension-Conceptual Plan. The Respondent shall make all efforts to obtain all necessary permits from the required agencies to the project by December 31, 2023. The Respondent will be expected to coordinate with Florida Power and Light Co. (FPL), Destin Water Users Inc. (DWU), City staff, City Council, Town Center CRA Advisory Committee, Public Works/Public Safety Advisory Committee, Local Planning Agency, and Destin citizens. The City recognizes that the linear park and 98 Palms Boulevard designs are directly related to one another but due to the strict deadline of a grant already in hand, the linear park will be required to have a complete design for Phase 1 finalized by October 31, 2023 to meet the grant requirements. The Respondent will then be expected to produce a 100% plan set for the entire project (roadway design) shortly thereafter (Phase 2). During the design process the Respondent will be expected to present for both phases at design stages of 60%, 90%, and 100% to the following committees, Town Center CRA Advisory Committee, Public Works/Public Safety Advisory Committee, Parks and Recreational Advisory Committee, Local Planning Agency, and City Council. The information contained in this solicitation reflects the conceptual criteria and redevelopment goals that the City would like to achieve in selecting a Master Planning, Architectural and Landscaping Design Team.
