The City of Panama City, Florida, a Florida municipal corporation located in Bay County, Florida (“City” or “Owner”), seeks bids from experienced and qualified licensed contractor(s) to provide services for the Demolition of the U.S. Army Reserve Facility. Bids will be received until 3:00 PM CT on March 6, 2024, at which time they will be opened in City Hall, Lower Level, Room 10, located at 501 Harrison Avenue, Panama City, Florida 32401.

The complete Invitation to Bid (“ITB”), including all specifications and bid forms are available upon request to the City’s Purchasing Division by emailing purchasing@panamacity.gov For security reasons, you must enable JavaScript to view this E-mail address. . Addenda, if any, will be posted on the City’s website https://www.panamacity.gov/bids.aspx and the City’s Bonfire Portal https://panamacity.bonfirehub.com/portal/?tab=openOpportunities .

Bids should be submitted digitally, online through the City of Panama City’s Bonfire Portal at https://panamacity.bonfirehub.com/portal/?tab=openOpportunities . All Bidders must be registered with the Bonfire Portal. There is no pre-bid meeting scheduled this project.

No bid may be withdrawn for a period of sixty (60) days after the scheduled closing date for the receipt of bids.

The City shall accept the bid of the responsible bidder that best meets the needs of the City, taking into consideration, among other things, cost effectiveness, the financial responsibility of the bidder, capability to perform the contract on a timely basis, previous satisfactory performance, and such other abilities of the bidder that the City, in its sole discretion, determines will enable the bidder to perform effectively and efficiently.

The City reserves the right to accept or reject any and all bids, proposals, competitive or otherwise, in whole or in part, to waive minor informalities in the solicitation documents, to obtain new bids, or to postpone the bid opening pursuant to the City’s purchasing policies as they may deem in the best interest of the City.

The City shall not be liable for any costs incurred by any bidder in connection with its response to this ITB. The City reserves the right to reject any and all bids, to waive any informality in any bid, to solicit and re-advertise for new Bid submittals or to abandon the project in its entirety.
