SCOPE OF WORK
It is the intent of this solicitation to select a construction management firm to provide pre-construction and at-risk construction management services for the construction of the High-Performance Maritime Center of Excellence Project at the Port of Pensacola. The Port of Pensacola is owned by the City of Pensacola and accordingly the contractual relationship for this Project is with the City of Pensacola. As a requirement of the grant funding for the project, the City of Pensacola will retain ownership of the facility and the space will be leased to Bella Mente Quantum Racing Association (American Magic). Therefore, it is anticipated and expected that the City of Pensacola and Bella Mente Quantum Racing Association (American Magic) will work closely together and with the construction management firm throughout the construction process to ensure the facility meets the ultimate needs of the tenant.
The Port of Pensacola is considered a Secure-Restricted Area. All contractors and sub-contractors must comply with the Maritime Transportation Security Act (MTSA).
All personnel working or providing services to the Port must obtain a Transportation Worker Identification Credential (TWIC) or be escorted with someone with that credential in accordance with the Port’s approved security plan. The Transportation Security Administration issues TWIC’s and should be contacted for additional information on the application process.

Structural assessments are underway to determine whether the existing warehouse facility will be utilized, or whether a new engineered steel building will be purchased.
The finished interior will include work centers, offices, large manufacturing areas, restrooms/locker rooms, cranes (to be determined what type i.e., gantry/overhead), a kitchen and dining facility, simulator/IT rooms, and other spaces specific to advanced sailing and maritime activities. A mezzanine for non-manufacturing functions will also be incorporated into the design.
