Project Name: Utilities Environmental Consulting Services - Annual

Scope of Work: Lee County Board of County Commissioners anticipates seeking professional environmental consultant services including but not necessarily limited to, the following general tasks for Solid Waste Division water quality monitoring and reporting services:

•        Ground Water Monitoring (GWM) Well Sampling and Field Testing (includes preparing sample kits with proper containers, sampling equipment, preservatives and quality assurance/quality control blanks required for the tests to be conducted, performing well inspections, field testing, water level measurements, well purging, testing equipment calibration, sample collection, packaging and transport to a certified laboratory and documenting all activities per the Florida Department of Environmental Protection’s Standard Operating Procedures (DEPs SOPs) and Rules and Facility Permits)
•        GWM Well Laboratory Analyses and Reporting (requires certified laboratory to perform laboratory analyses using approved test methods and report laboratory results per applicable FDEP, Florida Department of Health (FDOH) and FDOH Environmental Laboratory Certification Program’s Rules, Guidance and/or SOPs and Facility Permits)
•        Ground Water Elevation Contour Maps (includes ground water monitoring well water level measurements to determine ground water elevations, ground water flow evaluation and contour development and PE certification)
•        Routine Ground Water Monitoring Data Review, Evaluation and Reporting (includes monitoring data evaluation and comparison to State water quality standards and criteria and reporting to include a summary of exceedances and recommendations, signed and sealed by a Florida licensed Professional Engineer or Geologist)
•        Prepare Field and Laboratory Electronic Data Deliverables in DEPs software ADaPT (Automated Data Processing Tool) file format
•        Water quality monitoring evaluation and reporting, signed and sealed by a Florida licensed Professional Engineer or Geologist
•        Long-Term Electronic Water Quality Data Storage and Retrieval Method(s)
•        Technical Water Quality Reports (2.5-year frequency) (includes monitoring data trend and/or statistical analyses, tabular and graphical data displays, parameter correlations, ground water flow rate evaluation and monitoring program evaluation)
•        Surface and/or Storm Water Field Sampling, Testing and Laboratory Analyses
•        Deep Injection Well Water Quality Monitoring (includes Dual Zone Monitoring Well Purging, Sampling and Laboratory Analyses and Injectate Pond Sampling and Analyses)
•        Water Quality Monitoring Program Evaluation and Permit Modifications/Revision
•        Miscellaneous Potable and Non-Potable Water Quality Monitoring and Reporting (includes sampling, analyses, data evaluation and reporting.
