This Invitation to Negotiate (ITN) is issued by Citizens Property Insurance Corporation (Citizens) to request competitive sealed replies (Replies) from firms (Vendors) capable of providing products and services relating to a Vendor and Contract Management System (VCMS). The desired VCMS functionality and capabilities are generally described in Section 2 of this ITN.

Citizens currently uses processes and tools provided by Citizens’ Vendor Management Office (VMO) to perform vendor and contract management tasks. Many of these processes and tools are based on Microsoft® Office products and provide limited, non-integrated functionality. Citizens seeks to replace the current processes and tools with an affordable state-of-the-art VCMS. The VCMS will integrate with Citizens’ Oracle® Fusion enterprise resource planning (ERP) system as the system of record for vendor profile data, and for its source-to-settle process (including requisitioning, sourcing via purchase order, receiving of goods and services, receiving of invoices, three-way matching, and payment of invoices). While a VCMS may provide for source-to-settle capabilities, Citizens does not intend to replace its existing source-to-settle capabilities; rather, Citizens seeks to augment its current capabilities with a VCMS that provides for the other functionality and capability described in this ITN.

Vendors are invited to offer any product or service that will help Citizens achieve any of the desired functionality and capability described in Section 2 of this ITN. Citizens may select one Vendor to provide a comprehensive VCMS solution, or it may select multiple Vendors to collectively provide an integrated VCMS solution.

Citizens prefers to have the VCMS components delivered as cloud-based Software-as-a-Service products. The product delivery mechanisms, including data security and business continuity features, will be explored in depth during the negotiations phase of the ITN.

This ITN is not a solicitation for stand-alone professional consulting or system implementation services. However, Vendors responding to this ITN with specific software or Software-as-a-Service products will be expected to assist Citizens with any implementations and post-implementation support. The pricing, terms and conditions for implementation and support services will be discussed during the negotiations phase of this ITN and will be memorialized in a final contract.

All Vendors should familiarize themselves with all requirements of this solicitation before submitting a Proposal.
