The Gadsden County Board of County Commissioners is seeking sealed bids from qualified persons, companies or corporations interested in providing construction services for the following project: CR 268 (Hardaway Highway) SCOP
The project will consist of widening and resurfacing CR 268 (Hardaway Highway) from Atwater Road to State Road 10 (US 90). The project will include the construction of 5’ paved shoulders, drainage improvements, new pavement markings, and signage upgrades.

All bids shall be submitted in duplicate (one original and five copies) in sealed envelopes/packages addressed to the Management Services Department and marked "B.I.D. NO. 24-03 CR 268 (Hardaway Highway) SCOP".  Any bids received after the designated date will be returned unopened.

Plans and specifications can be obtained at Dewberry Engineers, Inc., 20684 Central Avenue East, Blountstown, Florida 32424.  For questions, please contact Justin Ford at (850) 674-3300 or jford@dewberry.com .  The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes.

The completion date for this project will be 150 days from the date of the Notice to Proceed presented to the successful bidder.  The Bid will be awarded to the lowest responsive bidder.

Liquidated damages for failure to complete the project on the specified date will be set at $200.00 per day.

Costs for Plans and Specifications will be $50.00 per set and is non-refundable.  Checks should be made payable to DEWBERRY ENGINEERS INC.  Digital copies will be available free of charge.

Bids will be received until 3:00 p.m. (EST) on Thursday, January 25, 2024, at the Gadsden County Management Services Department, Room 204, 5B East Jefferson Street, Quincy, Florida 32351, and will be opened and read aloud on Friday, January 26, 2024, at 10:00 a.m. (EST)at the County Administrator’s Conference Room at 9B East Jefferson Street, Quincy, Florida 32351.

All Bids shall remain firm for a period of sixty days after the opening.  All bidders shall comply with all applicable State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida.

RESPONSIBLE VENDOR DETERMINATION

Respondent is hereby notified that Section 287.05701, Florida Statutes, requires that the County may not request documentation of or consider a vendor's social, political, or ideological interests when determining if the vendor is a responsible vendor.

The County reserves the right to accept or reject any and all bid and to waive any technicalities or irregularities therein.  The County further reserves the right to award the agreement to that bidder whose bid best complies with the specifications.  Bidders may withdraw their bid by notifying the County in writing at any time prior to the deadline for bid submittal.  After the deadline, the bid will constitute an irrevocable offer for a period of sixty (60) days.  Once opened, bids become a record of the County and will not be returned to the bidders.
