NOTICE OF AVAILABILITY OF PROPOSAL SPECIFICATIONS

RFP #2023-14

WARM MINERAL SPRINGS PUBLIC PRIVATE PARTNERSHIP OPPORTUNITY

The City of North Port, Florida is issuing a Request for Proposals for a comprehensive agreement in the form of a Public-Private Partnership (P3)— harmonious with those amenities contained in a previously-developed Master Plan—for a portion of Warm Mineral Springs (WMS) Park, located at 12200 San Servando Ave., North Port, FL 34287, Parcel 0769070014 that builds upon an already present tourist market, provides additional tourism- and health-focused amenities, and enhances the City’s economic development goals for the area. Proposals must be consistent with the Warm Mineral Springs Development Group LLC’s unsolicited detailed proposal recognized by City Commission as a qualifying project under Florida Statutes Section 255.065(1)(L).

The submittals may propose the identical project, a functionally equivalent project, or an alternative project achieving the same purpose or using the same city resources as the proposed project.

Proposal specifications, attachments/exhibits are posted on the City FTP site at https://www.northportfl.gov/fileshare (select the Purchasing Folder and scroll to P3 Project 2023-14). If you have any questions, concerns, or problems accessing the bid package using the link, please contact Keith Raney, Contract Administrator II at 941.429.7103. Requests for additional information or clarification regarding the specifications must be sent via email to purchasing@northportfl.gov. No verbal requests will be honored. All questions and clarifications must be submitted via e-mail by March 8, 2023

The City reserves the right to reject any or all proposals, and to negotiate a comprehensive public-private partnership agreement with the Proposer whose proposal best serves the interests of the City. Nothing contained herein shall be interpreted as an obligation or binding agreement by the City regarding the Project.

Proposals will be ranked in order of preference by the City. In ranking the proposals, the City will consider the factors set forth in the solicitation.
