Bid Questions

Question
As an extension of previous question concerning the metering pump skids, none of the Pre-Fab Building Manufacturers will be providing and pre-installing all of the equipment as listed in the specifications, the following items are being provided and installed by the Contractor: LAS Valves & Piping, Day Tank, Scale, Drains, Eyewash/Showers and related plumbing, and metering pump skid. All electrical and controls conduit and wiring for these systems will be provided by the electrical and controls contractors after setting of the Pre-Fab Bldg. Please confirm that this is acceptable?
Answer

It is acceptable that Prominent provide the metering pump skids only, and bidders provide the balance of the equipment. However, a single entity will still need to take responsibility as the system integrator and fulfill the requirements of that role during the construction process to ensure that everything is properly hooked up and interconnected. The contractor is allowed to serve as the system integrator.

It is acceptable for an electrical contractor to install all the electrical equipment inside the building. It is the responsibility of the contractor to ensure that all proper clearances are maintained inside the building.

It is acceptable for a building mechanical contractor to install all plumbing and HVAC inside the building. It is the responsibility of the contractor to ensure that all proper clearances are maintained inside the building. See revised Technical Specification Sections 13122 and 15400 and Drawing P-12-101.

Question
Specification Section 150672.1.F.1 - Calls for a LiquidWatch II RPM-8 Control Panel & Probes. However, the instrumentation drawings show the panel is existing, we assume the existing panel is a LiquidWatch II RPM-8, as we need to provide the cable and low-point probes to match. In addition please provide the location of the existing Leak Detection Panel or Panels that we are suppose to connect to so we know how much cable and conduit is needed to reach the Leak Detection Panel(s).
Answer

Per drawings I-00-603 and E-11-603, the intent of our design is to connect the new leak detection probes to the existing PermAlert leak detection system. No new liquid watch panels were included in this project’s scope. Leak detection probes are covered in specification 15067 paragraph 2.1.F.1.

See attached for photos of existing PermAlert leak detection panel.

Refer to drawing E-01-101 for PermAlert Leak Detection System panel location.

Question
This question is related to the Custom Light Poles, as stated in a previous Question, please note that if an Alternate Light Pole Specification can not be provided, the Electrical Subcontractor will have to purchase (10) Poles even though the contract only calls for (3); that would be a huge waste...please advise?
Answer Refer to response to previous question: Use telescoping light pole Crouse Hinds V65-H-G, r eference Exhibit VII - Cut Sheet for Crouse-Hinds Series V-Spring Telescoping Safety Light Pole. Other equal substitutions can be considered during the submittal review process.

Question
See Below Question concerning the light fixtures:

Question:

The specified Telescopic Light Pole does not exist per Cat. No.

The following is response from factory:

The parts requested are not quite right.
I’m thinking they are asking for Part# V65H-A-PM5 (This has not been ordered before and would be a special and requires a 10 pcs minimum) and part # MHK-RTS …
I’ve included cut sheets to help determine this is actually what they are needing before typing up quote request, especially since there is a 10 pcs minimum.
See attached cut sheet.
Please advise…
Answer Use telescoping light pole Crouse Hinds V65-H-G, Reference Exhibit VII - Cut Sheet for Crouse-Hinds Series V-Spring Telescoping Safety Light Pole.

Question
Section 11727 - LIQUID CHEMICAL FEED SYSTEMS

The metering pumps shall be Prominent, “Gamma X” without exception. As such they will be providing the prefabricated Meter Pump skid with the (4) Pumps on it and all related skid accessories (i.e. inside the "dotted lines" on I-00-603). However, they will not be providing the General Contractors a price on the entirety of Spec Section 11727 as a complete package, as is the intent of the Specifications. As such, RFES will Furnish & Install all of the other components including the the following: FRP Building, Day Tank, Scale, Transfer Pumps w/ LCP and all inter-connected piping and electrical services as Specified and Shown on the Contract Documents which are inside the LAS FRP Building. Please confirm that this is acceptable?
Answer It is acceptable that Prominent provide the metering pump skids only, and RFES provide the balance of the equipment. However, a single entity will still need to take responsibility as the system integrator and fulfill the requirements of that role during the construction process to ensure that everything is properly hooked up and interconnected. The contractor is allowed to serve as the system integrator.

Question
One of our Prefabricated Building Suppliers has the following questions related to Spec Section 13122.

1) 1.3.C.1. We will provide lighting calculations provided by the manufacturer of the interior lights. Is this acceptable?
2) 2.3.C.1.b. Our building has 3-1/2" eaves and we do not need a rain drip over the doors. Is this acceptable?
3) 2.5.B.1. Quoted FRP Nema 4X Enclosure, Not 316SS. Is this acceptable?
Answer

  1. It is acceptable for the manufacturer of the interior lights to provide the lighting calculations.

  2. It is acceptable to omit the door’s rain drip with the 3 ½” eave overhang.

3. For panels located outdoors, the enclosures should be 316SS. For the panels located inside the prefabricated building, FRP NEMA 4X is acceptable.

Question
Reference:

Spec Section 11192 - SAMPLE PUMPS
We have reached out to several suppliers for the sample pumps. however, all of them can not quote the pumps as specified.

You can’t get 50ft vertical lift on a pump. If you wanted that, you have to go with a “well type pump or sump pump and that would be placed at the bottom of the tank. Is your customer pumping water?

From one of our suppliers note the following: The pump at ground level acts as the source of vacuum and has a theoretical lifting capability of about 30 feet (It would lift 34 feet if it could create a perfect vacuum). In practice, 25 feet is all you should design a centrifugal or jet pump to lift in order to have adequate capacity left for water usage.

Please provide an alternate specification...Thanks
Answer The max. suction lift shown in the table in spec section 11192 paragraph 2.2 A. has been revised from 50 ft. to 20 ft. See attached revision.
