1- Please advise of why is the City keeping the same budget like the first bid few weeks ago? ARZ BUILDERS, INC. WAS THE LOW BIDDER, YET ALL BIDS WERE THROWN OUT & PRESENTLY THIS PROJECT IS BEING OUT FOR BIDS & THE BUDGET IS STILL THE SAME.
I PERSONALLY FEEL LIKE THIS IS A BLATANT INTENTIONAL TORTURE FOR US CONTRACTORS & A WASTE OF TIME.
WILL THE CITY THROW ALL BIDS OUT AGAIN IF THE LOWEST BID COMES IN OVER THE SET BUDGET?

2- WHY IS THE CITY ASKING FOR AN (EACH) SINGLE PRICE FOR ALL IMPACT UNITS, WHEN THEY ARE ALL VERY DIFFERENT IN SIZE & SCOPE OF WORK TO INSTALL?

3- ARE WE ALLOWED TO USE A ROOF METAL PRODUCT OTHER THAN BERRIDGE IF WE CAN MATCH IT?
Answer

The engineer’s estimate was prepared at the time of plans preparation. The prior RFP proposals were rejected in accordance with the City’s Procurement Code, Section 38-116 1(f), the City, in its discretion, reserves the right to reject all proposals at any point in the process prior to the full execution of an agreement with the selected vendor. Furthermore, in the Request for Proposals Package under Section II entitled “Evaluation and Award Procedures”, the City reserves the right, based upon its deliberations and in its opinion, to accept or reject any or all responses, or terminate the competitive solicitation process at any time and secure the solicited products and services by any other lawful means. In addition, pursuant to Section II, Paragraph 3(e) entitled City’s Exclusive Rights, the City may reject any or all submittals if found not to be in the best interest of the City. Bid form will be corrected to reflect window schedule. Yes, you are allowed to use a roof metal product other than Berridge that meets the performance specifications for the specified product may be selected.

Question
Regarding Air & Water testing for the Doors & Windows, we would like to confirm whether an engineer's letter needs to be submitted as a requirement/proof? Our vendor has already updated their tests and they can provide videos and reports as proof. They are also open to collaborating with engineers if necessary.
