Description:
INTRODUCTION

The Bay County Board of County Commissioners is seeking Bids from qualified vendors to supply replacement lift station wastewater pumps for five duplex lift stations in the County retail wastewater system. The County will install the pumps and the vendor will supervise and conduct the commissioning of the equipment to comply all with warranty requirements. The proposed equipment shall meet Bay County Standards and Specifications. and shall have a five- year comprehensive warranty or warrantied as per Bay County’s Standards and Specifications, whichever is greater. The Bay County Standards and Specifications is available from the Utilities Department website https://www.baycountyfl.gov/517/Permitting-Division. Equipment shall be supplied in accordance with the specifications attached as Exhibit 1 and delivered to the Bay County Utility Services Department 3410 Transmitter Road, Panama City, FL 32404.

The project may be reimbursed by the American Rescue Plan Act (ARPA), as approved by the Florida Division of Emergency Management (FDEM) and Federal Emergency Management Agency (FEMA). Funding for the project may be made possible through this grant and is contingent on strict conformance to the guidelines set forth by FDEM and FEMA. Respondents shall comply with the Federal Regulations Contract Requirements shown at Exhibit 2.

PRE-BID MEETING

A Pre-Bid Meeting will be held at 10:00 a.m., Wednesday, May 31, 2023 in the Purchasing Conference Room, 840 W. 11 th Street, Suite 2500, Panama City, FL 32401. Site Visits may be arranged by contacting the Utility Services Department at (850) 248-5010. No questions will be answered during site visits, all questions shall be submitted in writing to the Purchasing Department no later than the questions due date.

While site visits are not mandatory, attendance at each site is highly recommended to allow the bidder to collect information to properly size the equipment to be supplied by the Bidder. The intent is for every bidder to visit the sites and submit any questions before the bids are submitted to reduce the need for Change Orders for unforeseen issues. Bay County does not ensure the accuracy of any information given, the Bidder is to field verify all information.

Please allow 10 to 15 minutes to sign in prior to the start of the Pre-Bid Meeting.

In the event that any discussions or questions at the pre-bid meeting or afterward require additional clarification the COUNTY will issue a written summary of questions and answers as an addendum to this Invitation to Bid.

BID DEADLINE/DELIVERY

ELECTRONIC/SEALED BIDS for ITB NO: 23-37 Lift Station Pump Station Replacement will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department 840 W. 11 th Street, Suite 2500, Panama City, FL 32401 up until 2:00 pm (CDT) Tuesday, June 20 2023. Bids will be publicly opened immediately following the deadline. Each bid shall be valid to Bay County for a period of ninety (90) days after the bid opening. ANY BID RECEIVED AFTER THE SPECIFIED TIME WILL NOT BE CONSIDERED.

Bids for this solicitation will be accepted electronically via the Purchasing Department’s Bonfire Web portal until 2:00 p.m., local time, on the bid date.

SEALED PAPER Bids shall be delivered to the Board of County Commissioners Purchasing Department, at 840 W. 11 th Street, Suite 2500, Panama City, Florida 32401, no later than the bid deadline. Bidders should submit one (1) original bid package. Bids shall be enclosed in a sealed envelope bearing the title of the work, the name of the bidder, and the date for opening. It is the sole responsibility of the bidder to ensure that the bid is received on time. The County will check the bids and notify the selected bidder at the earliest opportunity.

The County Purchasing Department will be the only point of contact for this ITB. Under no circumstances may a bidder contact any County Commissioner, County Administrator, or County employee concerning this ITB until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.
