INTRODUCTION
The Bay County Board of County Commissioners is seeking qualified firms to submit their qualifications for the Safe Streets for All (SS4A) program. The purpose of this RFQ is to identify a consultant or firm capable of creating an action plan to determine the top 100 high crash sites in Bay County, Florida. The action plan will aim to reduce accidents at these locations and provide a comprehensive cost estimate per site for the proposed improvements.
Funding for this project may be made possible through a U.S. Department of Transportation (USDOT) Federal Highway Administration (FHWA) Safe Streets and Roads For All (SS4A) grant program. It is imperative that Respondents examine and become familiar with the Safe Streets and Roads for All grant program established by the FHWA. Funding for the project has been made possible through this grant and is contingent on strict conformance to the guidelines set forth by FHWA. Respondents shall comply with the Federal Regulations Contract Requirements shown at Exhibit 2.
QUALIFICATIONS
All firms, to include sub-consultants, shall be State of Florida licensed professionals. Engineering firms shall be Florida licensed firms. Engineers shall hold a Florida Professional Engineer’s license.
SUBMITTAL DEADLINE/DELIVERY
ELECTRONIC or PAPER SEALED SUBMITTALS for RFQ NO: 23-59 Action Plan for High Crash Sites in Bay County, Florida will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 PM (CDT) Tuesday, October 10, 2023. Submittals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Submittal is received on time.
Submittals for this solicitation may be submitted either electronically via the County’s

For those projects with separate plans, blueprints, or other materials that cannot be accessed through the internet, the Purchasing Department will make a good faith effort to ensure that all registered bidders (those who have been registered as receiving a bid package) receive the documents.
POINT OF CONTACT
The County Purchasing Department will be the only point of contact for this RFQ. Under no circumstances may a Respondent contact any County Commissioner, County Administrator, or County employee concerning this RFQ until after award. Any such contact may result in disqualification as per Bay County Code Section 2-124.
