Escambia County Board of County Commissioners (BOCC) – Electronic Monitoring for Escambia County Corrections (PD 23-24.012) RE-SOLICIT

The intent of this Request for Proposal (RFP) is for the Escambia County, FL to obtain firm fixed price proposals from firms specializing in technology and services designed to track and monitor offender movement through Global Positioning System (GPS) technology to ensure offender compliance with court- orders.

The anticipated number of offenders to be monitored and tracked on a continuous basis may range from one (1) to sixty-five (65) Offenders. However, the County will be under no obligation to maintain a minimum or maximum number of offenders on the system.

The successful Contractor will provide the County with all equipment (hardware and software) necessary for the monitoring and tracking services. All Contract services will be performed in accordance with this RFP.

The Escambia County Community Corrections (ECCC) provides probation and pretrial supervision services for adults. The ECCC is responsible for monitoring defendants and offenders who have been placed on monitoring by the Courts or magistrate as a condition of their bond/pretrial or probation supervision.

Given the recent significant increase in referrals for monitoring high risk and violent defendants/offenders, the ECCC has recognized the need to employ the most recent technology, along with robust, secure bracelet/cuffs with minimal opportunities for tampering/removal.
