REQUEST FOR PROPOSALS

The Bay County Board of County Commissioners (County) is seeking proposals from firms with experience in reestablishing a schedule of impact fees referenced in Chapter 2, Section 2-1 of the Code of Ordinances and accordingly update the County Land Development Regulations and Comprehensive Plan. The County had established a reduction/moratorium on impact fees in 2013 and wishes to reestablish/create the fee schedule at this time. The impact fees to be considered are Transportation, Parks, Law Enforcement (including Jail operations), Fire, Emergency Medical Services (EMS), Library, and Solid Waste. These fees need to have a legal nexus between the recommended fees and new County development and growth projections.

The proposed project will provide data for analyses, understand anticipated growth forecasts through 2050, confirm the methodology to be used to create or bring impact fees up to date, update the appropriate elements and chapters of the Comprehensive Plan and Land Development Regulations, adopt the updated impact fee schedule, implement the updated impact fee schedule, and provide continuing services.

ELECTRONIC OR PAPER PROPOSALS for RFP NO: 24-01 Impact Fee Study will be received by the BOARD OF COUNTY COMMISSIONERS OF BAY COUNTY, FLORIDA at the Purchasing Department, 840 West 11th Street, Suite 2500, Panama City, Florida 32401 up until 2:00 PM (CST) Tuesday, November 14, 2023. Proposals will be publicly opened immediately following the deadline. It is the sole responsibility of the Respondent to ensure that the Proposal is received on time.
